- Description
- The Fleet & Industrial Supply Center (FISC) Norfolk, Detachment Washington intends to procure career transition seminars for Navy and Marine Corps Flag Officers from Ruehlin Associates of Coronado, CA. This requirement is for the Navy Personnel Command in Millington, Tennessee. The contract will be awarded under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1. Ruehlin Associates is the only known vender that can provide seminar instructors with qualifications meeting the Navy's requirements. The Navy's instructor qualifications are as follows: Primary Instructor Qualifications: 1) Must have served as a senior Navy officer (O-6) or higher, active duty or reserves; 2) Must have a Master's degree in any subject area; 3) Must have a minimum of three years experience counseling flag/general officers or senior corporate executives specifically related to out-placement services; 4) Must have a minimum of ten years active duty military leadership experience, and 5) Must have a minimum of five years experience as a senior executive in a public or private corporation. Secondary Instructor Qualifications: 1) Must have served as a senior Navy officer (O-5) or higher, active duty or reserves; 2) Must have a Bachelor's degree in any subject area; 3) Must have a minimum of three years experience counseling flag/general officers or senior corporate executives specifically related to out-placement services; 4) Must have a minimum of ten years active duty military leadership experience, and 5) Must have a minimum of five years experience as a senior executive in a public or private corporation. The proposed contract will be a Firm-Fixed-Price contract with performance beginning in July 2001. The contract will consist of a base period of three (3)months, followed by four (4) one-year options, and one (1) nine-month option period, for a total of five (5) years of performance. The resultant contract will include the 6-month option provision provided by FAR 52.217-8.
