Description
This announcement is for the purpose of soliciting names of United States construction or International construction firms, interested in submitting an offer on the project described below. To be considered, a US construction firm, the firm must: perform construction as a significant portion of its business; be incorporated and have its corporate headquarters in the United States; have filed corporate and employment tax returns in the United States for a minimum of two (2) years; have paid any taxes due as a result of these filings; employ United States citizens in key management positions. Joint Ventures with US construction firms are evaluated as US construction firms. Offerors that do not qualify as US construction firms are evaluated by adding twenty (20) percent to the offer. Project magnitude is between $1,000,000.00 and $5,000,00.00. Award will be made on a firm-fixed price basis only. PROJECT SCOPE: The project scope includes the construction of the Wing Operations Center for the US Air Force, Prince Sultan Air Base, Saudi Arabia. The single story pre-engineered building will be constructed on concrete footings and is inclusive of electrical system with standby generator and transfer panel, plumbing, water and sewer systems, alarm system and a specialized HVAC and filtration system. It will be administrative space with finishes throughout and with raised flooring in some areas for computer and communications cabling. CONTRACT PROCEDURES: Hard copies of both a technical proposal and price proposal are required. At a minimum, proposals will be evaluated in the following areas: (1) REASONABLENESS OF PRICE (2) EXPERIENCE (3) PAST PERFORMANCE (4) MANAGEMENT CAPABILITY AND (5)KNOWLEDGE OF PROJECT. This Request for Proposal (RFP) will be issued to Construction contractors only. Tentative date for issuance is 8 June 2001. Tentative date for receipt of proposals is 24 July 2001. Construction period is approximately 8 months.
