Description
CH2MHill Hanford Groug (CHG)j is a prime contractor under contract with the DOE-ORP responsible for the planning, managing, and executing the Tank Farm contract projects and operations. CHG is requesting an Expression of Interest and supporting documentation for the selection of one or multiple General Contractor(s) (Contractor) to provide construction services in the 200 Area Tank Farms. The selected Contractor shall furnish construction services, including management, labor, materials, equipment and services to perform construction work as directed by CHG. The Contractor shall be responsible for accomplishing all work in accordance with task order releases and shall organize to manage and perform the work in a cost-effective manner. All work will be performed in radiological controlled zones and accomplished in a manner that achieves a high level of quality while protecting the environment and the safety and health of workers and the public. Construction activities will be performed and coordinated with on-going operations and maintenance of the facilities. Estimate annual requirement of $20,000,000 subject to prime contract funding. The location of work will be at the Department of Energy Hanford site, located in Benton County, State of Washington, near Richland, Washington. It is anticipated that a Request for Proposal will be issued to prequalified contractors on or about 28 May 2001 with contract award on or about 03 September 2001. Period of performance will be 01 October 2001 through 30 September 2006, subject to provisions of the prime contract. To be qualified to propose for this work a prosective contractor (and/or teaming partner) must: A) Provide a list of all contracts meeting criteria 1 through 3 whether successfully performed or not. The list shall include: 1)Type of job (brief description or work performed); 2)Location; 3)Point of contact and telephone number for the project owner; 4)Dollar value of work performed by the Contractor or lower tier subcontractor as applicable; and 5)Identity of lower tier subcontractor(s) where applicable. Criterion 1. Successful performance (quality and schedule) by the Contractor of at least one federal goverment contract within the last five (5) years, in which the Contractor's contract amount was greater than $1,000,000 and at least 60% of the work was performed by the Contractor. Criterion 2. Successful performance (quality and schedule) by the Contractor of single or multiple contracts, (including soils excavation, pipe installation, building construction, concrete work, electrical installations and other miscellaneous construction), in the last five (5) years, on projects governed by OSHA and CERCLA/RCRA in which the aggregate Contractor's contract value was greater than $5,000,000 and at least 60% of the work was performed by the Contractor. Include projects performed at Hanford or other DOE facilities. Criterion 3. Successful performance (quality and schedule) by the Contractor and lower tier subcontractor on at least two (2) projects with an aggregate contract and/or lower tier subcontract value greater than $5,000,000 where greater than 25% of the work was performed wearing anti-contamination clothing and 25% of the work was performed wearing respirators because of either chemical or radiological hazards. B) Provide documentation or statement for criteria 4 through 7. Criterion 4. The Contractor and lower tier subcontractors must be able to demonstrate to the satisfaction of CHG that it has a record of safe construction performance as demonstrated by a current workers compensation insurance experience modification rate (EMR) of less than or equal to 1.00 or the trend for the past three (3) years downward and none of the past three (3) years has an EMR greater than 1.25. Criterion 5. The Contractor will be required to perform at least 60% of the work with their own forces. Criterion 6. The Contractor must possess comprehensive QA and QC programs that include oversight and verification of Contractor's work, material manufactures, suppliers and lower tier subcontractors. Criterion 7.
