Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Description: One each -- Portable Optical Spectrum Analyzer with built in 3.5 inch floppy disc drive and printer. Must have 1200 to 1700 NM wavelength range, +/- 0.3 NM accuracy or better, +/- 0.005 NM wavelength reproducibility, wavelength resolution 0.05 NM or better, measurement level -90 to +20 DBM. Should have built-in functions for automatic measurements, measurement conditions (span setting, sensitivity setting, automatic scale/condition setting); trace displays; data analysis (WDM, PMD, EDFA, SMSR analysis; peak, spectral width, and notch width searches; delta and line markers). Must have 2MB internal memory; single mode optical fiber input connector (FC-PC); mouse with interface; IMB compatible keyboard with interface; RS-232C, GP-IB, video (VGA), printer interfaces; appropriate software to store the data and images on a floppy disk in conventional formats (ASCII, BMP, TIFF, JPEG) using the built-in disk drive, power cords; instruction manuals; weight 22 lbs. maximum. The provisions and clauses in the RFQ are those in effect through FAC 97-22. The NAICS Code and the small business size standard for this procurement are 333314 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Quotations for the items described above are due by close of business 4-26-01 and may be mailed or faxed to NASA-Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44136, FAX: 216/433-2480 and include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end products quoted are other than domestic end products as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b).
