Description
The Department of Defense (DoD) is seeking Commercial-Off-The-Shelf (COTS) Explosive Detection Equipment (EDE) capable of finding Improvised Explosive Devices (IEDs) in mail, parcels, cargo, vehicles, and on personnel that pose hazards to military operations. This market survey solicits vendors' information that fully explains their existing technology features/capabilities using the measures of performance defined separately. In the future, subject to availability of funds, Naval EOD Technology Division may select EDE systems for testing and evaluation. The information gathered is intended to be used by government physical security/force protection and procurement officials in their assessment of the commercial market capabilities. Results of testing and evaluation of vendor systems will be collected to allow DoD users to understand the capabilities of systems in meeting DoD requirements. Technologies of IED detection that protect the force and prevent terrorist bombings against military personnel, equipment and military installations by finding them at points of entry are sought. These technologies include, but are not limited to, bulk (x-ray, neutron, gamma ray, etc.) and trace (particle or vapor, biosensors, or electro-optic) detectors. Ideally, these technologies will allow antiterrorist/force protection/physical security personnel to find IEDs effectively and reliably, while inspecting mail, parcels, cargo, vehicles and personnel for IEDs at military installations' entry points without slowing throughput. It is requested that any party interested provide: a) a Technical Summary of five or fewer pages and b) a Summary Briefing of two pages for each model of their EDE. Detailed format instructions may be obtained from Ms. Karen Carnes at email: carnes@eodmgate.navsea.navy.mil. Each submission shall be transmitted electronically and in hard copy format to: Naval Explosive Ordnance Disposal Technology Division, 2008 Stump Neck Road, Attn: Karen Carnes, Code 052, Indian Head, MD 20640-5070 no later than 23 April 01.
