- Description
- NASA/JSC plans to issue a Request for Proposal (RFP) for Information Systems Analysis and Integration. The work consists of maintenance and integration of International Space Station (ISS) critical program data and data base tools. NASA/JSC intends to purchase the items from Barrios Technology, Inc., a small business, under the authority within FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. NASA/JSC is in the planning stages for a competitive acquisition for JSC's information technology. The work described above would be incorporated within the new contract. The plan for award for the new contract is in the 4th quarter of FY02. Barrios currently performs the work described in the first paragraph of this statement under contract NAS 15-10215. This contract was awarded under the small business set-aside program. The current contract expires 10-18-01. NASA/JSC requires Barrios to continue the work under the NAS 15-10215 in the interim period until the new acquisition can be put in place. This is needed in order for Barrios to continue their services for the ISS without interruption and without duplication of effort or costs that would be involved if NASA/JSC were to go to another source in the interim timeframe. NASA intends to incorporate goals of 3% each for Hubzone and Veteran's small business subcontracting within the additional year of work. For information on the new JSC information technology contract see the Acquisition Forecast for FY02 to be posted at the end of FY01. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 30, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a proposal which shall be considered by the agency. An Ombudsman has been appointed, See NASA Specific Note "B".
