Description

The Federal Highway Administration (FHWA) plans to negotiate with Bay Enterprises, Incorporated to procure technical services to maintain the four (4) FHWA mobile sign retroreflectometers for a period of one year. Because Bay Enterprises, Inc. is the sole provider of the system for operating the mobile retroreflectometer technology and they are the only source that can repair and maintain the prototype mobile sign retroreflectometer, no other source is considered reasonably available.
