- This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 201811Q024 is issued as a request for proposal (RFQ). The NAICS Code is 441222, and the small business size standard is $5.0. This acquisition is a total small business set-aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The U.S. Fish and Wildlife Service at Cibola National Wi9ldlife Refuge law enforcement boat which must meet the following specifications. 1. GENERAL CONDITIONS: One(1) all welded aluminum jet boat with inboard 454 cubit inch or larger, hi output 8 cylinder four stroke engine, with three stage Kodiak stainless steel jet pump drive, 19 21 feet in length. Exterior will be white with clear coat and will have gold lettering on each side with "LAW ENFORCEMENT" in approximately 6 inch high letters, the stern will also be lettered with "U.S. FISH & WILDLIFE SERVICE" in gold lettering. Interior will be vinyl flooring in light grey color and will have a large center console with a T-top. 2. SPECIFICATIONS All dimensions are minimum unless otherwise indicated. 2.1 Patrol Boat Hull: A. Welded aluminum hull -- .190 thickness with lifetime hull warranty. B. 19 foot in length shallow draft 4 inches or less. C. Sidewall height of 30 inches with fully supported diamond plate gunnels. D. Beam of 8 feet (96 inches). E. Sidewall thickness of .125 inch. F. Bottom thickness of .190 inch. G. Bottom width 6 feet (72 inches). H. Side, bottom and gunwale attached with extrusions. I. 12 degree full V bottom, except for the jet intake section. J. Internal foam floation. K Full width all welded swim platform/pump guard. 2.2 Engine and Pump: A. V-8 four stroke, 454 cu. In. displacement inboard. B. Gasoline fuel injected high output C. Closed cooling system. D. Water separating fuel filter and sand trap. E. 90 amp alternator. 2.2.1 Also Quote Alternate Engine: Chevrolet 350 hi-output engine, port fuel injected 325 hp or 330 hp F. Three stage Kodiak jet pump with stainless steel impellers. G. In boat accessible pump intake clean out system. 2.3 Standard Equipment: A. Large center console with welded fold down windshield and integral T-top (6-ft. wide x 10 ft. long with 6.5 ft. height minimum). T-top (2 inch schedule 80 pipe) with integral platform strong enough to mount siren speaker and emergency lights and radio antenna. B. 1500 GPH bilge pump with 2 way auto/manual switch. C. Bilge blower. D. Five (5) all welded tie down cleats. E. 80 gallon fuel tank with gauge. F. Full all welded railing. G. Seating for operator and three passengers. H. Dual battery system with rotational on/off switch and on board battery changer. I. Locking bow storage and two side compartments, 1 port side and 1 starboard side. J. Navigational running lights, mount all around white light on 10 12 inch post on rear of T-top, also include night running headlights mounted in bow of hull. K. Diamond plate swim platform. L. Zolotone interior paint with full premium interior and carpet sidewalls. M. Whelen SA-40 siren system and Whelen 28 inch mini edge blue strobe light bar with controller. Siren and light bar mounted on T-top. N. Electric anchor system with winch for 19-foot boat capable of deployment and retrieval from operator's seat. O. Large center walk-around console with full instrumentation and welded fold down windshield, to include: 1. Horn; 2. Hour meter; 3. Oil and water temperature alarm system; 4. Water temperature gauge; 5. Tachometer; 6. Volt meter; 7. Oil pressure gauge; 8. Fuel level gauge; 9. Speedometer; 10. Full instrument lights (red); 11. Cigarette lighter; 12. Glove box with locking latch; 13. AM-FM stereo & cassette with waterproof speakers. 2.4 Trailer: A. 6000 pound capacity tandem axle galvanized trailer; B. 14 inch radial tires and galvanized wheels with spare tire and carrier; C. Surge brakes; D. Heavy duty tongue jack with wheel; E. Winch and stand rated for weight of boat, loaded; F. Four (4) UHMW bottom bunks and two (2) UHMN side bunks; G. Two (2) safety chains; H. Waterproof clearance lights, tail lights, license plate light and license plate bracket; All lights submersible. 3. SPECIAL TERMS AND CONDITIONS. 3.1 Factory Warranties: The bidder shall state specifically the substance of any or all warranties covering items. All warranty work shall be performed at no cost to the U.S. Fish and Wildlife Service, Cibola National Wildlife Refuge. 3.2 Manuals: One manual shall be required with the vessel to include operator manual, service manual, all wiring and hydraulic schematics shall be supplied with the manual. 3.3 Patents: The vendor shall agree to defend, at his own risk, any and all suits alleging infringement on any United States Patent by reason of the use and or resale of items purchased under this bid. 3.4 Equipment: All items and equipment supplied pursuant to this bid shall be new and unused. 3.5 Parts Availability: Submission of this bid shall constitute a guarantee by the bidder that a complete stock of replacement parts for the specific equipment is available. 3.6 U.S. Coast Guard Approval: All marine required equipment and parts will meet or exceed U.S. Coast Guard requirements. 3.7 Delivery Instructions: Delivery shall be within 90 days from date of award. Delivery is to the U.S. Fish Wildlife Service, Cibola National Wildlife Refuge, 66600 Cibola Lake Road, Cibola, Arizona. 85328-9801 3.8 Law Enforcement Equipment: The successful bidder will mount the Whelen mini edge blue strobe light bar on the T-top described in 2.3 (n), standard equipment. The siren speaker will be mounted on the T-top. 3.9 Pricing: Offerors shall include in the quote the length of time for which quoted prices will be effective. Price F.O.B. destination. FAR provisions 52.212-01, Instructions to Offerors Commercial Items, applies to this acquisition. FAR 52.212-02 Evaluation of Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offer whose offer conforming to the solicitation will be best value to the government. The evaluation factors are: in descending order of importance 1. TECHNICAL CAPAPILITIY OF THE ITEM OFFERED TO MEET THE GOVERNMENT SPECIFICATIONS, 2. WARRANTY PERIOD AND TERMS AND CONDITIONS 3. PAST PERFORMANCE 4. TIME OF DELIVERY 5. PRICE. Offerors shall submit a completed copy of the provisions at FAR 52.212-03 Alternate III, Offerors Representations and Certifications Commercial Items, with their offer. The clause at DIAR 1452.210-70 Brand Name or Equal Department of Interior (Jul 1996) is incorporated by reference.
