Description
The Naval Undersea Warfare Center Detachment Newport intends to award a sole source contract to SenSyTech, Newington, VA to design, fabricate, integrate and test the operation of a High Probability Intercept (HPI) Receiver System into the Manta Test Vehicle (MTV). Work to be performed includes: Design and fabrication of an MTV compatible HPI receiver, interfaces and interface components; Modification / development of software to interface the receiver with MTV components (antenna, power, vehicle controller, data link, etc.); Engineering technical services for design, fabrication, and testing of the HPI system in the MTV. This procurement is sole source to SenSyTech because their Bobcat HPI receiver is compatible with the existing receivers and software being used in conjunction with the MTV, so that most compatibility and interface issues have already been addressed. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source using SAP procedures as set forth in FAR Parts 12 and 13. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 2001 April 27 will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
