- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-23. This solicitation is being issued as a Request For Quotation (RFQ) # 850994. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business-Small Purchase Set-Aside. Standard Industrial Classification is 3663, and the Business Standard is 750 employees. This will be a "Brand Name or Equal" solicitation consisting of (1) Marshall Electronics 15" LCD rack monitor model# V-R154P with the following salient characteristics -rack mountable 15" LCD monitor with an integrated quad splitter, 4 channel router, & CATV tuner with audio metering and speakers for monitoring; (10) Marshall Electronics double 634" LCD rack monitor model# V-R62P with the following salient characteristics -- house two (2) 6" LCD monitors and an internal 6 channel router in a 3RU rack space; (10) Marshall Electronics triple 5" LCD rack monitor model# VR53P with the following salient characteristics -- house three (3) 5" LCD monitors accepting 2 NTSC and one (1) VGA input in a 3RU rack space. Samples of all proposed "Equal" equipment must be provided as of the closing date of this solicitation upon request for evaluation. Standard industry warranty or better is requested for all equipment. The above listed characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the vendor is quoting on an "equal" the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposes to furnish an "equal" product, the brand name, if any, of the product to be furnished shall be inserted on the proposal. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. To insure that sufficient information is available, the vendor must furnish as a part of its quotation all descriptive material (such as cuts, illustrations, drawings , or other information) necessary for the purchasing activity to determine whether the product meets the salient characteristics of the requirement. If the vendor proposes to modify a product so as to make it conform to the requirements of this announcement it shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the modifications. Only those proposals that meet the above requirement will be considered for award. Price will be the factor for award. This requirement will be awarded on an "All or None" basis. Delivery shall be 45 days ARO. Delivery shall be FOB Destination FBI, ERF Building #27958A, Quantico, VA 22135 -- All Bids shall be submitted to FBI, Room 6875, JEH-FBI Building, 935 Pennsylvania Ave., N.W., Washington, D.C. 20535 no later 3:00pm EST, April 27 , 2001, and be clearly marked with RFQ# 850994. The point of contact for all information is Robert M. Heckman, Contract Specialist, at the address and phone number listed above. In addition, all potential bidders are hereby notified that due to the security requirements, Federal Express, D.H.L., UPS, ETC, deliveries for the FBI Headquarters facility are now received at an off-site location. No hand carried bids will be accepted. Therefore, the response time of 10 days has been extended to 15 days. The FBI has allowed five (5) extra days from the release of this CBD synopsis/solicitation for receipt of a bid. Any bid that is not received by the date time and at the location specified in this announcement will be considered late. Each offeror shall include a completed copy of the FAR 52.212.3, Offeror Representation and Certifications, Commercial Item (2/2001) with this proposal. Far 52.212.4, Contract Terms and Conditions, Commercial Item (3/01), FAR 52.212-1 Instructions to Offerors-Commercial Item (10/2000), and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (2/2001) are incorporated by reference and apply to this acquisition. The following are incorporated by reference under FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Item (2/2001); FAR 52.222-26 Equal Opportunity (2/99), FAR 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (4/98), FAR 52.222-36 Affirmative Action for Handicapped Workers (6/98), FAR 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (1/99), FAR 52.225-1 Buy American Act-Balance of Payments Program-Supplies (2/2000), FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (5/99), FAR 52.232-36 Payment by Third Party (5/99). Each offeror shall provide the name and phone number of two (2) previous contracts for equal or identical items for the evaluation of past performance. Technical acceptability will be determined solely by the information submitted by the offeror in response to this notice. A technically acceptable proposal must show that the offeror can meet the minimum requirement of the Government.
