Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFP #787476 and is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. This is not a small business set-aside and the associated North American Industry Classification System (NAICS) Code is 334119, Other Computer Peripheral Equipment Manufacturing, and the small business size standard is 1,000 employees. CLIN 001: Scitex Digital Printing Scitex Digit 5240 Printing System to include all Standard Features, 5240 Printer, 5240 Printhead, Spare 5240 Printhead, Cue Assembly Universal Tach Kit, 12' Umbilical, Automatic Replenisher System, IBM-compatible PC controller, CD-ROM Drive, Scitex Jetscape Software, Base Cabinet, Printhead Mount, File Transfer Only (No Tape Drive), Image Width 1.067", Print Resolution 240 x 240 or 240 x 480 dpi, Quantity: 1 each; CLIN 002: Trade-In Allowance for a Scitex 5100 Printer, Quantity: 1 each; CLIN 003: Scitex 1040 Black Ink, Quantity: 1 Case; CLIN 004: Scitex 1014 Replenisher, Quantity: 1 Case; CLIN 005: Kirk Rudy Base W0TJ 36" Extension and 6' Conveyor, Quantity: 1 each; CLIN 006: Freight Insurance, Quantity: 1 each; CLIN 007: Basic Onsite Operator Training, Quantity: 1 each ; and CLIN 008: Scitex Advanced Operator or Maintenance Training Class for One Individual, Quantity: 1 Class. The FBI intends to negotiate with Scitex Digital Printing, Inc. based on the fact that the FBI has additional Scitex equipment, which will allow the FBI to utilize the same supplies and the technicians are familiar with the maintenance of the equipment. The proposed digital printer shall provide addressograph functions which will print originator contributor agency information on fingerprint cards and be capable of printing and shipping at least 1.4 million fingerprint cards per month; shall be compatible with FBI's current Scitex Jetscape Software; shall provide high-quality character definition; and shall provide high-speed printing at 600 fingerprint cards per minute. The trade-in system is a Scitex 5100 Printer, 7 Years Old, Serial Number 119400632, and is in fair condition. Delivery shall be F.O.B. Destination to the Federal Bureau of Investigation, Criminal Justice Information Services Division, Service Center, 1000 Custer Hollow Road, Clarksburg, West Virginia 26306, within 30 days of receipt of a purchase order. The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. ADDENDUM TO FAR 52.212-1: An original and two copies of the response to the solicitation shall be submitted to the FBI, Information Technology Contracts Unit, Module B-3, 1000 Custer Hollow Road, Clarksburg, West Virginia 26306, Attention: Susan J. Smith, by 4:30 p.m. local time, May 14, 2001. The provision at FAR 52.212-2, Evaluation -- Commercial Items applies to this acquisition. ADDENDUM TO FAR 52.212-2: Paragraph (a) The following factors shall be used to evaluate offers: technical capability of item offered to meet the Government's requirement, price, and past performance. The factors are listed in the descending order of importance from most important to least important. Technical and past performance, when combined, are equal to price. In order to evaluate past performance, offerors shall submit the names and telephone numbers of at least three customers, Government and/or commercial, for the same or similar equipment within the last three years. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with the offer. Offers received without a completed copy of FAR 52.212-3 will not receive any further consideration. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. ADDENDUM TO FAR 52.212-4: Paragraph (k) Taxes. For any work performed on-site within the Clarksburg, West Virginia, city limits, the Contractor shall be responsible for obtaining a City of Clarksburg, West Virginia, business license in order to meet Business and Occupation Tax obligations.
