- REQUEST FOR CAPABILITIES STATEMENT FROM SMALL BUSINESSES: The United States Environmental Protection Agency is conducting a market search for small businesses to provide on-site and off-site technical support for the Office of Research and Development, National Health and Environmental Health Effects Research Laboratory, Human Studies Facility, in Chapel Hill, NC. EPA reserves the right to set this action aside for small businesses. If there is an insufficient number of qualified small businesses to ensure adequate competition, the Agency may elect to advertise the requirement under full and open competition. The technical support services required are for quality assurance auditing support for the assessment of human exposure to air pollutants. This is an ongoing program to support EPA in the development and performance of a comprehensive QA auditing program for complex and diversified experimental systems used to measure the effects of air pollutants on humans. The successful offerer will (1) perform regularly scheduled audits using EPA approved procedures, (2) support EPA in the development of new audit techniques, (3) support EPA in the modification of existing audit procedures, and (4) on short notice, conduct nonscheduled audits on new or existing equipment. The successful offeror will conduct performance audits of gaseous pollutant, aerosol, environmental, and physiological data acquisition subsystems of EPA's clinical research facilities. Therefore, offerers must be knowledgeable in both air pollutant measurement methods and medical measurement instrumentation. The applicable NAICS is 541380 with a size standard of $5 million. ALL INTERESTED SMALL BUSINESSES SHOULD FURNISH STATEMENTS REFERENCING THEIR CORPORATE EXPERIENCE AND CAPABILITIES RELATIVE TO THE RESEARCH AREAS DELINEATED ABOVE WITHIN 15 DAYS OF THIS NOTICE. This requirement is a follow-on to contract 68-D7-0006 with Zedek Corporation. It is anticipated that the contract will have an effective date of February 1, 2002. All responsible and eligible small businesses may submit a Capabilities Statement within 15 days of this notice which will be considered by the Agency. A pre-solicitation notice will be issued at a later date.
