- R -- Project Title: Phytoremediation at Naples Truck Stop, Vernal, UT. Sources Sought/Notice of Intent to negotiate with one source. The proposed contract action is for services, which the Government intends to solicit and negotiate with Jacobs Engineering Group, Sacramento, CA unless, as a result of analysis of acceptable responses to this notice, a determination is made by the Government to issue a competitive request for quotations. Jacobs Engineering is the sole source able to provide these services due to their extensive knowledge related to the history of the site cleanup, the technical requirements and the specialized expertise. Since fall 1995, Jacobs Engineering Group has performed cleanup and remediation at the site of a gasoline spill in Vernal, Utah. The contaminated groundwater was pumped and treated using a flame ionization process. Partial success was achieved with this type of technology. EPA Region 8 requested revision to the treatment process in planting about 300 poplar trees draw the polluted groundwater through their root systems and destroy the hydrocarbons in the photosynthesis process. The technology is called phytoremediation and is being used at a few sites throughout the United States to remediate stubborn gasoline spills that have entered a shallow water table. The required services are a result of the following: A small plume of groundwater with elevated levels of hydrocarbon contamination remains at the site. EPA Region 8 has requested that the Sacramento District Corps of Engineers continue the phytoremediation process at the site for an additional six to eight months. Approximately 50 trees have died at the site and they need to be replaced. Also, two additional sampling events must occur to obtain further data to adequately evaluate the success of this innovative process. The remaining work is under the simplified acquisition threshold and is less than one (1) year duration. Continuity of the project will be maintained with the award of a contract to Jacobs Engineering for this additional work. Award of this work to any other firm would require months of training and study by another firm in order to gain the competence that Jacobs Engineering presently has. There is neither sufficient funds, nor time, for award of this work to be made any firm other than Jacobs Engineering. All interested persons may respond or submit statements of qualifications. This is not a request for competitive proposals or quotations. The Government will consider responses received within 10 days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract is within the discretion of the Government.
