Description
A multiple award contract is contemplated for services to procure, award, manage and administer the full performance of various task orders for facilities services and minor construction requirements, primarily at Naval Installations throughout the Northeast Region. Four contracts, each with a maximum value of $50 Million over five years, are contemplated. These vehicles, together, are envisioned to serve as a successor to contract N62472-96-D-9999, the Philadelphia Public Works Detachment Base Operating Services/Job Order Contract. The total obligations to the existing contract have been approximately 90 Million over 5 years. The overall capacity of $200 million will provide sufficient flexibility to adjust workloads to encourage ongoing quality performance by the selected contractors. Contractors selected will receive requirement packages and, through interface with Government Personnel and the contracting community, develop biddable, enforceable Scopes of Work. The Scope of Work will provide the basis for establishment of the work requirement price through competition among, at minimum, three subcontractors. The subcontract price will be included in the task order price with a set fee schedule for the prime contractor services that will be evaluated and established in the initial solicitation. The decentralized nature of the requirements will necessitate a functional web based system to facilitate communication with government personnel, both Ordering Officers and customers, and subcontractors as well as in house personnel. Furthermore, since the price evaluation will include review of the cost to implement such a system, the ability to utilize an existing system with minimal adaptation may be critical to selection. The basis of award for these contracts will be a Best Value Source Selection with price and technical aspects considered. The price evaluation will include factors such as the yearly minimum cost proposed to stand up the ordering function as well as projected costs based on the fee schedule for prime contractor services. The technical evaluation will include factors such as corporate experience, past performance, key personnel, commitment to small business and management and technical approach. Due to the nature of this contract structure, interested business concerns are requested to submit a brief expression of interest including information regarding the firm's relevant capabilities and experience as well as any comments or questions concerning the aspects of these contract vehicles outlined above. Information gathered through these responses will be used to determine the feasibility of our anticipated contract structure and to make any necessary adjustments in crafting the final solicitation. Furthermore, Small Business Concerns are particularly encouraged to provide such expressions of interest since this procurement may be set aside in part.
