Description
SRA International, serving as agent for The Virtual Military Health Institute (VMHI), expects to release a request for proposal on/about May 14, 2001 for the development and delivery of an unspecified number of Internet based distance learning (DL) modules. The deliverable DL modules will facilitate VMHI and Joint Medical Executive Skills Development Program (JMESDP) goals and initiatives by providing Army, Navy, and Air Force medical department officers an additional means to develop Executive Skills competencies in preparation for senior positions. Currently identified positions include commander, deputy commander, and managed care coordinator of a military medical treatment facility, and TRICARE lead agent or senior member of the staff of a TRICARE lead agent office. Anticipated requirements of DL modules include: one or more one-hour modules per competency; each module will be completed by most users in approximately 50 minutes; the modules will be appropriate for officers in the grades of O-4 thru O-6; the modules will teach Executive Skills competencies to the taxonomy levels stipulated in the program's Core Curriculum that will be available to bidders; and all DL modules must be executable on the Internet using Netscape and Internet Explorer browsers. Privacy Act data will be collected to identify the officers who have completed the modules. Subject matter expertise for module development will be an offeror organization responsibility. The Period of Performance (POP) for the project is expected to be six months. The work site will be the subcontractor's facility. However, during the POP at least two interim progress reviews will be conducted per competency developed. These reviews will be at Fort Sam Houston (San Antonio, Texas) and the final delivery is to be made in San Antonio. SRA International, as the prime contractor, expects to award this work under a firm fixed price subcontract. Selection of one sub-contractor will be based on the responsiveness of proposals to the overall requirement, project cost, and previous work history in developing DL courseware. Additional criteria may be specified in the solicitation. Special attention will be paid to the offeror's ability to develop DL educational products and expertise in Web-based technologies. Copies of the solicitation will be provided in MS Word 97/2000 format. SRA International intends to conduct the solicitation via electronic media.
