- Description
- This is a combined synopsis/solicitation for a firm-fixed price, commercial service requirement prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DAKF06-01-T-0038 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition circular 97-24. This is a small business set-aside requirement, using (SIC) NAICS Code/Size Standard: 611692/$5.0M. Quotes shall provide for all-inclusive pricing in accordance with the following requirement: Evasive offensive and defensive driver's training for a maximum of 70 soldiers during the period 22 -- 27 April 2001 at Fort Carson, Colorado. Training shall consist of the following modules: (1) surveillance/counter-surveillance (2) accident avoidance (3) vehicle control (4) ramming (5) SUV training (6) off-road driving; (7) recovery (8) motorcade and road survival. A comprehensive, daily training itinerary shall be submitted with the quotation. The Government will provide a track training area of at least 1000' x 400' suitable for driving and free of obstructions; traffic cones; water and hoses for skid pad; all off-road training areas and facilities needed for training in track, off-road, surveillance, and RECON; HMMWV's of which 2 will be equipped with winches; full time soldier support to the contractor instructor team; 3 each 10' sections of chain with hooks at both ends; shovels; sledge hammers; other miscellaneous vehicle recovery equipment as required; military support for HMMWV recovery when required; classroom(s) with overhead projectors, white boards, and office supplies (i.e., erasers, markers, copier paper). The contractor shall be responsible for providing all other equipment, supplies, services to include vehicles and vehicle insurance. The written course material shall be provided to all individuals at the end of the training program. Training certification shall be required for soldiers completing the course. The Government will not be responsible for any damages associated with contractor provided equipment, supplies, and services. The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items, and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, are applicable to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Offerors shall include with their offer a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items. Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (02/2000) is hereby incorporated by reference, and the following clauses are applicable and incorporated by reference: 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-35 Affirmative Action for Disabled Veterans of the Vietnam Era, 52.222-36 Affirmative Action for Workers with Disabilities, 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era, and 52.232-36 Payment by Third Party. The DFARS clause 252.204-7004 Required Central Contractor Registration, DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions to Commercial Items, DFARS 252.225-7001 Buy American Act and Balance of Payment Program, is applicable to this solicitation.
