Description
This solicitation will be issued on an "UNRESTRICTED" basis inviting full and open competition. General overview: This procurement is for one solicitation resulting in the award of up to four Design-Build Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts with firm fixed priced task orders. The Two-Phase Design-Build Request for Proposal procedures of FAR 36.3 will be utilized. Task orders will range from $100,000 to $3,000,000 with most task orders falling in the range of $500,000 to $1,000,000. Each contract will be for a term of four years. Two base years and two option years. The total estimated value for all four contracts is $30,000,000 for the term of the contracts. One contract is being SET-ASIDE for competitive award to an 8(a)firm. The other contracts will be awarded on an unrestricted basis. One contract will be awarded with a seed project and the remaining contracts will be awarded with a minimum guarantee of $5,000 each. After award of the initial contracts, the successful offerors will compete for task orders based on either Best Value to the Government or Lowest Price Technically Acceptable. The successful offerors will be encouraged to submit technical and price proposals on all future task orders. Lack of participation may result in the Government not exercising an option for extending the contract. Participation in the pre-proposal conference or site visits for future task orders will be the responsibility of the offeror and are not directly reimburseable by the Government. Task Orders competed under these IDIQ contracts will require either a single discipline (primarily electrical or mechanical) or multi-disciplined design services for all aspects of general construction for new and renovation projects including comprehensive interior design, lead and asbestos abatement. There may be some projects which require only minimal design work. Projects will be located in the NAS Jacksonville, FL region; Kings Bay, GA.; or Key West, FL. Professional registration or certification is required in the states where the projects are located (Florida/Georgia) as needed to obtain construction environmental permits and in compliance with state agency regulations. Phase I of the procurement process is a narrowing phase to approx. 5-7 offerors (design-build teams) based on technical factors that include: FACTOR A: Past Performance; FACTOR B: Small Business Subcontracting Effort; FACTOR C: Technical Qualifications; FACTOR D: Scheduling and Technical Solutions. Only those offerors selected in Phase I will be allowed to proceed into Phase II. In Phase II, the competitive field will be required to submit a limited design solution, technical and price proposals for the seed project. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; use of tradeoff process when it may be in the best interest of the Government to consider award to other than the lowest priced proposers or other than the highest technically rated proposer; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous (Best Value) to the Government. SEED Project Description: the design and construction of garage additions to Buildings 1068 and 3057 at Naval Submarine Base, Kings Bay, GA. The estimated range for the seed project is $500,000 to $1,000,000. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR CONTACT CONCERNING THE PROPOSALS RECEIVED. All proposals should be submitted on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded any opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS OR DOCUMENTATION FOR SPECIFICATIONS. The Government intends to issue Phase I of the RFP on the WEB ONLY. Phase I will be posted on or about 27 April 2001 by 4:00pm (EST). Phase II will be issued at a later date. Prospective Offerors MUST register themselves on the website-http://esol.navfac.navy.mil. The official planholders list will be maintained and can be printed from the website. Amendments will be posted to the website for downloading. This will be the only method of distributing amendments; therefore it is the OFFEROR'S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Offerors must also be registered in the Contractor's Central Registration (CCR) in order to participate in this procurement. The website for CCR is http://ccr2000.com.
