Description
SOURCES SOUGHT FOR H-53 AIRCRAFT SALES & PARTS PACKAGE The Naval Inventory Control Point, Philadelphia (NAVICP) provides worldwide material logistics support to over 3,600 Navy and Marine Corps aircraft. NAVICP has identified a unique opportunity to sell twelve (12) H-53D aircraft, excluding auxiliary fuel tanks. The H-53D is designed to provide an emergency water operating capability. To accomplish this initiative, NAVICP is exploring the feasibility of contracting with an Asset Disposal Manager/Integrator. The scope of this initiative will encompass the sale of H-53D aircraft, the evaluation of support inventory, and the sale of supporting parts packages. The Asset Disposal Manager/Integrator will be authorized to resell the designated aircraft under the conditions that the aircraft are converted into a non-tactical, humanitarian H-53D configuration and Certificates of Flight Worthiness are obtained. NAVICP is issuing to industry a Request For Information (RFI). The purpose of this RFI is to obtain information from industry regarding the feasibility of this initiative, and to develop an acquisition strategy. The government will own all information provided by industry and reserves the right to use this information in conjunction with this and future endeavors. A draft Statement of Objectives (SOO) has been developed to outline the scope of this Sales Initiative. The SOO can be found at http://www.navicp.navy.mil/baa/baa.htm. The goal of the SOO is to initiate discussions and acquisition planning. NAVICP intends to host an Industry Day for contractors who have expressed a serious interest in this initiative. Thereafter, a formal Request For Proposal (RFP) will be issued if NAVICP determines to proceed with this initiative. NAVICP intends to establish a firm fixed pricing agreement for this effort based on best value. The success of this initial endeavor may lead to the sale of additional aircraft. All interest in this H-53D Sales Initiative must be expressed in writing by the close of business May 14, 2001.
