- This contract shall be an indefinite delivery, indefinite quantity (IDIQ) type contract for miscellaneous architectural and engineering services at Little Rock AFB, Arkansas, for one year with a government option to extend the term of the contract for two one-year terms. Scope of services required: Professional services are required of an A-E nature including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, full designs, value engineering, construction phase services and soils engineering services associated with designing residential, commercial and industrial type projects and implementation of comprehensive planning programs. Work includes the projection of programming documents (DD Form 1391), designs, plans, drawings, cost estimates and specifications as required to execute maintenance, repair, construction, general facility renovation projects and graphic land use plans. Typical projects for multipurpose architect-engineering firms include, but are not limited to, new construction of buildings and structures, and alteration and repair of buildings and structures. There is the possibility of multiple contract awards under this advertisement. The maximum total fee of orders placed under this contract may not exceed $750,000 for any base or option year. No single order may have a fee in excess of $299,000. The minimum fee for this contract will be $5,000. Selection will be based on the following evaluation factors listed in their order of importance: (1) professional qualifications necessary for satisfactory performance of required services with subfactors of (a) Architecture, (b) Civil Engineering, (c) Mechanical Engineering and (d) Electrical Engineering; (2) specialized experience and technical competence in the type of work required, including experience in energy conservation, waste reduction and the use of recovered materials; (3) Capacity for timely accomplishment of work; (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) location of the firm in the geographical area of the project and knowledge of the locality of the project; (6) volume of work previously awarded by the Department of Defense in the past 12 months; (7) qualified small disadvantaged business considerations. In accordance with FAR 19.1202-2 and DFARS 215.304, the extent of small disadvantaged business (SDB) participation will be evaluated as follows: The extent to which SDB concerns are specifically identified, past performance of the firm in complying with subcontracting plan goals for SDB concerns, monetary targets for SDB participation, and the extent of participation of SDB concerns in terms of total contract value. Those firms that meet the requirements described in this announcement, and wish to be considered, are invited to submit five copies of completed SF 254 and SF 255. The SF 255 must clearly indicate the office location where work will be performed and the qualifications of the individuals proposed to work on the contract. Both forms are to be received in this office no later than the 30th calendar day after the day of appearance of this announcement in the CBD. Should this due date fall on a weekend or holiday, the forms will be due the first weekday thereafter.
