Description
Eielson AFB is located approximately 25 miles south of Fairbanks, Alaska. Petroleum contaminated soil generated from spill cleanups, grit traps, and contaminated sites excavated at Eielson AFB has been stockpiled at the Eielson AFB contaminated soil stockpile area. State regulations 18 AAC 75.370 require that contaminated soil shall not be stockpiled for more than two years, and must be sent for proper disposal or treatment within that timeframe. Laboratory analytical results have been obtained for the stockpiled contaminated soil and indicate that it is not a hazardous waste. Thermal treatment is the least expensive method of addressing the petroleum contamination in this excavated soil, and is an approved method by the Alaska Department of Environmental Conservation The Contractor shall provide all services, equipment, and supplies to perform loading, transportation, and thermal treatment of the soil. Contractor shall furnish all labor, equipment, knowledge, and other materials and services necessary to conduct the contaminated soil excavation, loading, transport, and thermal treatment in accordance with 18 AAC 75 and 18 AAC 78. All work will be done in accordance with applicable State and Federal regulations. Request that the soil be treated in two batches. The first batch of approximately 1820 tons of soil (from the Heritage Park contaminated site, CITS project contaminated sites, grit traps, and spill cleanups), shall be thermally treated no later than July 1, 2001. The second batch of approximately 910 tons of soil (from the hydrant project) shall be thermally treated no later than August 10, 2001. RESPONSE DUE DATE HEREBY CHANGED TO 20 APRIL 2001.
