Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with George Washington University, Department of Electrical Engineering, Washington, D. C., for specialized technical assistance to meet the milestones of the Gate Dielectric Reliability Metrology Project in the Semiconductor Electronics Division. The contractor shall assist in performing design, fabrication and electrical characterization of micro-machined micro-chemical arrays. Deliverables shall include compiled experimental results in the form of plots or charts provided during the course of investigations of each task and a final report containing detailed descriptions of all experimental work including spread sheets, plots, and trend charts of all data obtained. The period of performance shall be for one year. F O.B. Destination, Gaithersburg, Maryland. This is a sole source with George Washington University because they have a unique program dedicated to Micro-Electro-Mechanical Systems that emphasizes circuit design and simulation. Expertise in integrated circuit design and simulation is required to complete this work in a timely manner. A quotation shall be requested from George Washington University. A firm fixed price purchase order shall be issued approximately 5/01/01 using Simplified Acquisition Procedures. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competition. However, the Government shall consider all responses received before the response date above. A solicitation document is not available. See Note 26.
