- UNITED STATES TREASURY DEPARTMENT /Office of Technical Assistance/Regional Advisor/Government Debt Issuance and Management The Office of Technical Assistance (OTA), Department of the Treasury supports the role of the Secretary of the Treasury in implementing U.S. international economic policy. OTA provides technical assistance to foreign governments installing or incorporating into the governmental, commercial, and private sectors those market-based practices and policies appropriate to a political democracy. OTA offers technical assistance in five core functional areas of financial management, which are: Budget Policy and Management; Financial Institutions Policy and Regulation; Tax Policy and Administration; Financial Crimes Law Enforcement Policy and Management; and Government Debt Issuance and Management. A team headed by an Associate Director and co-managed by a Senior Advisor addresses the advisory work performed in each of these five functional areas. This recruitment is for a Regional Advisor for the Government Debt Issuance and Management program. The incumbent will provide the Office of Technical Assistance with leadership, policy development, program management, and technical advice in the CEE/FSU region. The incumbent will function as an expert with responsibility for developing and applying a technical approach and policy framework meeting host country requirements, and assisting individual resident and intermittent policy and technical advisors in the region. The incumbent will also provide assistance directly to host countries where and when a need has been identified, and may be responsible for special projects as directed by the Associate Director and Senior Advisor. This recruitment is for assignments globally, however, this position will be immediately based in Budapest, Hungary. The work environment for this position requires that the incumbent travel frequently to client countries. The work may be performed in an unstructured environment with considerable operational inconveniences and obstructions. QUALIFICATIONS: The ideal candidate for Regional Advisor will have the following experience and abilities: 1) A minimum of three to five years experience in a technical assistance program, preferably having been an international resident advisor with a background in government debt issuance and management; 2) Extensive experience in sovereign government securities issuance and management, and sovereign international bond market issuance; 3) The ability to interact successfully with a wide range of counterparts from different cultures; other advisors and technical assistance providers; market professionals; representatives of the international financial institutions; and the U.S. diplomatic and overseas development communities; 4) Experience in the U.S. financial markets in investment banking and/or financial advisory work; 5) Excellent oral and written presentation skills; 6) Foreign language skills are highly desirable; 7) A bachelor_s degree in a relevant field. Salaries are negotiated in accordance with program regulations, based on demonstrated salary history and the skills required. The salary range is between $115,000 and $125,700 per year. U.S. citizenship is required. The position is open and continuous until April 26, 2001.
