Description

The FISC Norfolk Detachment Philadelphia intends to procure the rental and maintenance of two TC-12B flight training devices (FTD). The TC-12B FTDs are required by the Chief of Naval Aviation Training to augment the TC-12B aircraft flight-training curriculum. The FTDs will simulate the performance and functional operation of the TC-12B aircraft and will be utilized in the training curriculum to reduce the amount of flight hours performed in the aircraft. The FTDs will be required during the period from 1 October 2001 through 30 September 2005 consisting of a base year and three one year option periods. The FTDs are to be used at the NAS Corpus Christi, TX. The Government intends to procure the required services on a sole source basis from Manufacturing Engineering Systems, Inc., Burtonsville, MD pursuant to the authority of 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by Federal Acquisition Regulation 6.302-1. MES owns the two TC-12D FTDs and the data and documentation necessary to provide the required maintenance support. This notice of intent is not a request for competitive proposals. However, all proposals received by the specified response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this procurement is 333319. Numbered Note 22 applies.
