Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only soliciation. Proposals are being requested and a written solicitation will not be issued. The solicitation is issued as Request for Proposals (RFP) R8-12-01-27. Offers are to be received by 2:00 p.m. local time May 14, 2001 at the address shown at the top of this announcement. The solicitation document and incorporated provisions and clauses are those in effect thorugh Federal Acquisition Circular 97-09. Offeror shall provide 2 pieces of equipment, without operator, to USDA Forest Service, Francis Marion National Forest for a base period of no less than 180 calendar days. AT time of award the Government shall have the option of increasing the contract time to a total not to exceed 365 calendar days. Machines shall be appropriate for removing/clearing/mulching stumps, trees, undergrowth and midstory. Following is a description of the minimum requirements: 1. shall be equipped with a covered cab 2. ABC 20 lb fire extinguisher 3. winch 4. H/AC 5. track with a total machine width from 7 ft to 10 ft 6. a front facing seat 7. 360 degree visibility 8. HP range from 300 HP to 450 HP 9. drum type cutter head (either flail or fixed teeth) 10. cutter head shall be mounted on the front of the vehicle and be approximately as wide as the vehicle 11. machine shall have less than 1000 operating hours at time of delivery 12. be equipped with new hoses, belts and cutting teeth 13. maximum PSI shall not exceed 5.0 14. offeror shall replace cutter teeth, belts and hydraulic hoes during the 200 hour required maintenance 15. offeror shall include repair cost of all breakdowns, except for cutter head teeth, belts and hydraulic hoses that break between the 200 hour required maintenance times 16. price shal include all maintenance (parts and labor) 17. offeror shall take action to repair the machine within 1 calendar day (24 hours) after notification of a breakdown 18. if machine is going to be inoperable for 3 calendar days (72 hours) contractor shall provide a replacement machine with the same features and of equal capability 19. routine daily maintenance, as required by the manufacturer's manual, shall be performed by the Forest Service 20. initial training shall be provided by the contractor. Follow-on training, as requested by the Government, shall be provided at an agreed upon price prior to award 21. no materials, equipment or labor shall be furnished by the Government unless specifically identified 22. replacement filters shall be furnished by the contractor for replacement on a weekly basis 23. all fuel shall be furnished by the Government. Fuel shall be that recommended by the Manufacturer's manual 24. Operating and Maintenance manuals shall be furnished with each machine 25. contractor contact numbers to cover weekend breakdowns 26. unlimited hours of use Prices shall be computed on a per day rate for each machine. Only days on which the machine(s) is available and operable shall be compensated. There shall be a price submitted for follow-on training and for replacement teeth. Prices shall be FOB destination, Witherbee Ranger District, Moncks Corner, SC. Offeror shall submit a detailed plan for replacing equipment that will be out of service in excess of seventy-two hours. Offeror shall include descriptive literature for the equipment being proposed and a list of references. The Government shall have the right to inspect the equipment to be provided prior to award and any time thereafter. All equipment delivered initially and as replacements shall be approved by the Contracting Officer. The Contracting Officer shall have the right to reject any equipment not determined to meet the requirements of the contract. Award shall be made based on the offer providing the best value to the Government, including price and other factors, and may be made without discussions. Offeror shall submit completed copy of FAR provision 52.212.3, Offeror Representations and Certifications -- Commercial Items (OCT 1998) with their offer. The following clauses apply to this acquisition: FAR clauses 52.212-4, Contract Terms and Conditions -- Commercial Items (APR 1998), and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders -- Commercial Items.
