Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation documents, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. Solicitation number R3-03-01-18 is issued as a Request for Proposal (RFP) in accordance with FAR subpart 13.5. This acquisition is a 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 453930 and the size standard is 9.5 million dollars. A firm-fixed price purchase order will be issued under the Test Program for Certain Commercial Items. The solicitation is for the Rental of One Residential and one Office Trailer/Modular building, with the line items as follows: Item 1, Mobilization, Delivery and Setup 1 Lump Sum; Item 2, Office Building Rental (Base Period) 1 Each; Item 3, Barracks Building Rental (Base Period) 1 each. Include in your price offer, all option years and additive items. Project requires that all work performed shall be done by a licensed contractor(s). Contractor shall obtain required work permits and inspections for all portions of the work. Contractor shall be responsible for any fees required by this project. Materials and Products: Rental Of One Office and One Barracks Trailer/Modular Unit. This contract is for a base period, which is scheduled to begin upon delivery of the units on May 1, 2001 (or alternate proposed date) with the base period ending September 30, 2001, with four option years (October 1 thru September 30). Submit your quotation by unit price for all fiscal years requested. Submit your move-in/move-out prices for each item. Award of the option years will be based on availability of funding. Cancellation of any or all of these requirements may result when the Contracting Officer notifies the Contractor of the non-availability of funds for contract performance for any option year. BARRACKS UNIT. The scope of this contract is to provide the rental and installation of mobile barracks units on the Pecos Ranger District of the Santa Fe National Forest. The contractor shall provide approximately 1792 square feet of living space in approved mobile buildings to install on Government furnished pads, which include utility connections. PROJECT LOCATIONS. Offerors are encouraged to perform a site visit to all locations to assure the adequacy of the existing facilities. The Government assures the existing pads are sufficient for placement of a 28 foot by 64 foot unit, however, offeror's shall provide a proposal on how the unit's offered will be placed upon the sites specified. Pecos Ranger Station is located on the Santa Fe National Forest, Pecos/Las Vegas Ranger District on Hwy 63, 1/8 of a mile south of the junction of Hwy 50 and Hwy 63. SPECIFICATIONS -- MOBILE UNIT. Six Beds needed with a minimum of 1792 square feet. A typical floor plan the Forest Service uses for barracks is available for your use and information. General Requirements -- Wall to wall carpet shall be of industrial grade and standard color, unless otherwise specified. Interior colors shall be standard to the housing industry that minimizes the appearance of dirt and damage. Exterior colors shall be earth tones that compliment the natural forest surroundings. Sleeping Area -- Maximum two persons per sleeping area, and designed for twin bed use (no bunk beds). Minimum 130 square feet per room, keyed, lockable doors and at least one window per room. Adequate heat and light; closets, if built in, need to be separate and keyed with lockable doors. Bathrooms -- Two unisex bathrooms per six beds. Minimum of one totally accessible bathroom, one shower stall per bathroom, one commode per bathroom, and one sink, mirror and light with outlet per bathroom. Ventilation fans in each bathroom, one frosted window per bathroom and linoleum flooring. Kitchen -- Two ranges with four burners and oven per ten persons, over range hood with fan and light on each range, and refrigeration (minimum 88 cubic feet) per ten persons. Two each double sinks per ten persons (one sink shall be fully accessible and open underneath). Minimum 36 square foot counter space per ten persons, minimum 159 square foot of cabinet space per ten persons, linoleum flooring, adequate standard outlets and lighting, window over each sink, pantry storage with adjustable shelves (64 square feet minimum) and one mounted 2.5-pound Type A-B-C fire extinguisher. Common Area -- Minimum 200 square feet, carpeted, adequate electrical outlets, adjacent to kitchen area, window (minimum 48 square feet) and one exterior door. Common Traffic Corridors: -- Lighted, carpeted, and minimum 54 inches wide. Exterior Building -- Minimum 100-gallon propane water heater per six persons, or propose alternative source of instant hot water, two-door access with lighted exterior and covered steps, with a minimum 5 foot by foot landing, roof to meet local snow and wind codes. Rustic siding, composition roof, skirting which matches exterior siding color, central propane heat, and standard mini blinds on all windows. Furnishings (ADDITIVE ITEM) -- Please include in your offer, any or all of the following you propose to provide, and the cost associated with the item(s): Two single beds with box springs and mattresses of durable quality per bedroom. Dresser drawers for two persons; built in or stand alone, minimum 2 drawers per person. One sofa, one table with six chairs; one end table and one microwave (built in). Two built in reading lights in each bedroom. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR 52.211-10)(APR 1984): The Contractor shall be required to (a) commence work under this contract within 5 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than May 1, 2001, or alternate proposed date. The time stated for completion shall include final cleanup of the premises. The Government is providing the site to place the mobile unit, water (standard hose bib connection), sewer (standard 4 inch connection), and 100 AMP power hookups. The Government will provide any exterior accessibility ramp required. CONTRACTOR OBLIGATIONS -- Deliver, place, set up, install skirting, connect all exterior hookups, and install covered porch and steps. OFFICE UNIT. GENERAL -- Provide, deliver and set up a 24 foot by 60-foot modular office building according to the following specifications and attached floor and electrical plans. The location of the site is at the Pecos Ranger District Office in the Village of Pecos New Mexico. The factory built structure shall be constructed in accordance with manufacturers recommendations governed by the following codes: Uniform Building Code (UBC), National Electrical Code (NEC), Uniform Mechanical Code (UMC), Uniform Fire Code (UFC) and all county and state codes. All permits and transportation requirements are the contractor's responsibilities. Contractor shall adhere to State Motor Vehicle Laws of New Mexico and Department of Transportation Safety Standards. SITE WORK -- The Forest Service will arrange for all excavation, backfill, termite protection and clearing activities. A grade level set is desired. The Forest Service will provide the office supplier with the finished floor elevation reference to a reference point. The office supplier shall provide the Forest Service with pad dimension information as well as the required pad depth below the finished floor elevation. The supplier in conjunction with the Forest Service shall flag the clearing area required to allow for the transport of the modular to the pad site. The contractor shall provide tie downs and pads as needed and necessary to meet code. The contractor shall provide skirting. Materials will be what the Contract has available. There shall be a minimum crawlspace below the deepest support beams of 18 inches. A total of six (6) closeable vents shall be installed to provide ventilation to the crawl space. A 2-foot by 3-foot lockable access door shall be installed. The vents and access door shall be constructed to accept backfill within 3 inches below the finished floor elevation. SPECIFICATIONS. GENERAL -- Structural Design Requirements: 15 psf wind load; 30 psf roof load; 40-psf-floor load. Standard drip rail gutters. SIZE -- 64 feet long, 24 feet wide, with 8-foot ceiling height (standard). INSULATION -- R11 Walls and Floor, R-19 Ceiling. -- INTERIOR FINISH -- Carpeting throughout, large open display area, large reception area and 4 private offices. ELECTRICAL -- Fluorescent ceiling lights, 120/240 Volt single phase, and Exterior J box for interior phone/data jack access. Exterior lights at all doors. HEATING AND COOLING -- Central HVAC supply and return ducted. WINDOWS AND DOORS -- Horizontal slider windows with screens, hydraulic door closures, mini blinds, steel doors with security plates with heavy-duty entry lock set, high security door system with 3-point interior locking system. Delivery location is Pecos, New Mexico. FAR 52.212-2, Evaluation -- Commercial Items is applicable. The Government will award the contract to the Contractor whose offer represents the best value to the Forest Service on the basis of (1) Price Reasonableness, and (2) Technical Proposal. Price Reasonableness and Technical Proposal are equally important. The evaluation criteria for each category are listed in descending order of importance. PRICE REASONABLENESS Criteria (1) Price shall be fair market value for materials, labor, and incidentals represented in the specifications necessary to complete this project. In the event "fair market value" becomes a point of discussion, the resolution will be determined by the use of documented unit prices from cost guides, suppliers, distributors and completed contracts having similar and/or related work. The following will be evaluated for Price Reasonableness: 1) Total cost of proposal per total square foot. TECHNICAL PROPOSAL Criteria (1) (a) A work plan must be submitted indicating how the job will be accomplished. The technical approach should contain as much detail as the Contractor considers necessary to fully explain the proposed technical approach or method. The technical proposal should reflect a clear understanding of the nature of the work being performed. Include the proposed schedule showing start/complete dates for delivery of the two items. Indicate turn around time for delivery and set-up. (b) The technical proposal must include information on how the project is to be organized, staffed and managed, indicated size of work crew(s) to be assigned to the project. Information should be provided which will demonstrate the Contractor's understanding of the type of work being performed. Maintenance agreement and/or service agreement shall be included. Criteria (2) Experience of Project Personnel (a) include a list of names and responsibilities of the key personnel assigned to the project. With each name, include the role the person will serve on this project and a short description of recent project work accomplished by the individual. Criteria (3) Past Performance (a) Provide the general background, experience and qualifications of the company. (b) Include a list of similar or related type projects awarded to the firm within the last three (3) years. Include the name of the customer, contact number, dollar amount, time of performance (length of contract, date started and date completed) and the name and telephone number of the contracting officer or procurement official. (c) List any defaults or contract performance problems in the last five (5) years.
