Description
NASA/GSFC plans to issue a Request for Proposal (RFP) for a 10-month extension of an existing contract for operation, maintenance, and upgrade of environmental test equipment and facilities located in the GSFC Building 7/10/15/29 complex and Area 300 magnetic test site; mechanical, electrical, and optical integration of spacecraft, flight experiment components, space shuttle carriers, instruments, sub-assemblies and systems; design, manufacture, and operation of ground handling equipment and fixtures; design, manufacture, and operation of optical alignment and calibration systems; design, manufacture and installation of space flight thermal blankets; design, manufacture and installation of space flight and ground support system cable harnesses; cleanroom operation and maintenance; contamination control; maintenance and operation of certain physical plant systems such as processed water, emergency power, and conditioned cleanroom air HVAC and humidity systems; recertification of lifting and handling devices, and pressure vessel systems; facility and operations safety; and data acquisition and analysis system development and management. NASA/GSFC intends to purchase these services from NSI Technology Services Corp. (ManTech Systems Engineering Corp.), the incumbent contractor, under 10 U.S.C 2304(c)(1), statutory authority for other than full and open competition. The Government must maintain the use of trained NSI personnel currently performing critical integration, environmental test and launch support tasks for the Microwave Anisotropy Probe (MAP) and Hubble Space Telescope (HST) Servicing Mission 3B projects to assure success of these programs. Transition of a new contractor into these activities, as a result of competition at the end of the current contract period (June 2001), would be at a stage in those programs which would jeopardize their success. It is important to note that NASA/GSFC is proceeding with the re-competition of these services, as stated in its CBD pre-solicitation notice of 11/6/00 (reference no. 549-06088DS2). The current schedule anticipates release of the draft RFP by mid-May 2001. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The RFP will be released to NSI Technology Services Corp. on or about 15 days after publication of this synopsis in the CBD. All responsible sources may submit a proposal which shall be considered by the agency. An Ombudsman has been appointed, See Internet Note "B". See Note 22.
