Description
The Centers for Disease Control and Prevention (CDC) contemplates awarding a sole source contract to MayaTech Corporation (MTC) of Silver Spring, Maryland to provide data collection, management, reporting, and evaluation for the National Minority AIDS Initiative (NMAI)-funded HIV prevention programs. The purpose of this contract is to collect, manage, and analyze process, outcome (e.g. the extent to which the NMAI increased minority access to HIV prevention services), and impact data for the HIV prevention programs initiated in response to the National Minority AIDS Initiative (NMAI)-sponsored funding to the Centers for Disease Control and Prevention (CDC). These data will also address referrals and linkages of prevention and care services for HIV-infected and high risk clients, and the availability of prevention services for these clients in medical care and treatment settings. The primary activities of this contract are: (1) to design and develop data collection and data management systems; (2) to collect and analyze the evaluation data; (3) to work with CDC to develop and manage a Uniform Data Reporting System for the NMAI grantee organizations; and (4) to ensure the collection and availability of data for special data processing requirements as determined by CDC. In October 1999, CDC awarded a task order to MTC to design and implement a comprehensive evaluation protocol for the NMAI Initiative. Through extensive dialogue with CDC staff, evaluation experts, and NMAI grantee organizations, MTC developed draft data collection instruments, record abstraction forms, and other related materials. MTC has been able to establish an excellent rapport with the NMAI grantees, which is imperative to the conduct of this evaluation. MTC staff are acutely familiar with HIV prevention activities for racial and ethnic minorities, the data requirements, and the overall enormity of this project. MTC also has relationships with other federal agencies (e.g., Health Resources and Services Administration and Substance Abuse and Mental Health Services Administration) that required the development and implementation of Uniform Reporting Systems. The CDC and contractor shall collaborate with representatives from these agencies, to discuss lessons learned and other recommendations from the development and management of their Uniform Reporting Systems. It is believed that any otherwise-qualified contractor would require significant start-up time to become familiar with the overall NMAI, six program announcements (PAs), three main strategy areas, evaluation framework, cross-strategy approach, other contextual factors, social/political issues surrounding NMAI funding, and the proposed data collection activities. MTC currently has an in-depth knowledge of and overall understanding of the NMAI, its grantees, and the numerous activities they were funded to carry out. The Government knows of only one qualified source capable of providing the required services. This is not a request for proposals.
