SUBJECT: Coach Conversion REF #: F4HQFR10820100 Due: 7 MAY 2001 POC: Traci Conner, (210) 652-5121 ext. 3046 E-mail: Traci.Conner@randolph.af.mil The 12th Contracting Squadron at Randolph AFB, TX, intents to award a firm fixed-price Purchase Order pursuant to the Federal Acquisition Regulation (FAR), to convert one (1), 45_L x 12_3"H x 102"W, three axle, 2001 MCI Renaissance conversion motor coach shell with no seats, no floor covering over furnished plywood, and no wall covering over manufacturer_s furnished base interior lining in passenger area. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ), Reference No. F4HQFR10820100. This synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. Cited provisions and clauses can be viewed at the following web site: http//farsite.hill.af.mil. This acquisition is set-aside for small businesses. The contractor shall supply all personnel, supervision, materials, and equipment necessary to perform and complete the following requirement: 1. SPECIFICATION OF SERVICE: Scope: The contractor shall provide all personnel, equipment, tools, materials, labor, facilities and transportation necessary to do Interior Conversion of 2001 MCI Renaissance Coach in accordance with the Statement of Work (SOW). The contractor shall perform to the standards established in the SOW. 2. CONTRACTOR FURNISHED EQUIPMENT, COMPONENTS, MATERIALS, AND SERVICE: All equipment, components, materials, and services supplied by the contractor shall conform to applicable safety and health standards as established in the Federal Regulations Title29, Chapter XVII, Paragraph. 1910 Occupational Safety and Health Act 1988. 3. EVALUATION: Offers are required to submit commercial literature describing their products and how they plan to meet the requirement of this solicitation. Award will be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability and price. Offers must include catalog price lists, delivery schedules and completed copies of provisions at Far 52.212-3, Offeeror Representation and Certifications, commercial Items. Standard Commercial warranty is required. Quotes must be sent to the contract administrator listed above not later than close of business (1630 Central Time) 7 May 01 and should reference the number listed. Award will be made on or about 14 May 01. Statement of Work Conversion of: One (1), 45_L x 12_3"H x 102"W, three axle, 2001 MCI Renaissance conversion motor coach shell with no seats, no floor covering over furnished plywood, and no wall covering over manufacturer_s furnished base interior lining in passenger area. Overview of Project: Customize provided coach shell to seat 28 passengers plus driver and buddy-driver. The coach must be fully equipped to provide full rehearsal, audio/video review and dressing room capabilities, state of the art satellite and GPS systems, stand alone generator powered air conditioning system, air filtering system, passenger area and under bay storage capabilities, comfort seats and meet all safety requirements. A. Seating Area 1. Install 28 26" Flexsteel seats, 14 per side, with swivel and recline capability covered with 100% nylon Burch, Color 4201 Smoke MASADA and Burch, Color 4200 SILVERTONE fully Scotch-guarded fabric. 2. Install air-ride driver's seat with 7-way control, covered in same fabric to match passenger seats. 3. Construct and install Driver's Buddy-seat _ built into wall above entrance stairs, covered in same fabric to match passenger seats and include seatbelt and footrest. B. Flooring 1. Main Floor -- Install ColorVision commercial weave, Plush-Black color, wall-to-wall, 36lb carpeting _ approximately 45_ x 10.5_ including wall base cabling boxes, over 8lb 1/2" padding. 2. Floor Runner -- Construct removable full width center aisle floor runner in same material as main carpet, edged in matching black trim. 3. Entrance Steps -- Cut and install Wilsonart-Gibraltar 13mm thick, Corrian surface, 9091L ML Midnight Melange color to top and riser surface of 5 curved steps at entrance of bus. C. Wall Covering 1. Install commercial weave soundproofing fabric along both sidewalls, up to bottom of windows. 2. Cut and install Wilsonart-Gibraltar 13mm thick, Corrian surface, 9091L ML Midnight Melange colors as chair molding and windowsills. 3. Install Tambour Hardboard Core Decor, 6256I Brushed Aluminum color, over window positions 4, 5, and 6 on both sides, from Corrian molding to bottom of storage bins. D. Windows 1 Tint 8 windows in positions 1, 2, 3 and 7 on both sides. 2. Build and install window casings for day and night shades over window positions 1, 2, 3 and 7 on both sides and cover with Pionite, Gloss Gray Santos color, AG291-S laminate. 3. Install both day and night shades over window positions 1, 2, 3 and 7 on both sides using pleated DECO, silver color for day shade and pleated Stitchbond, black color for night shade. E. Ceiling 1. Lower ceiling to accommodate AC ducting and grills, and recessed Halogen lighting. 2. Cover ceiling with Tambour Hardboard Core Decor, 6256I Brushed Aluminum color. F. Air Conditioning 1. Provide and install 4 ea. Duo-Therm 620515.321 Air Conditioners on coach roof. 2. Provide and install Duo-Therm 3105007.003 Heat Unit with ducting in recessed ceiling and wall mounted Duo-Therm 3109228.001 thermostats. G. Overhead Bins 1. Build and install 36 upper cabinets (18 per side) over seating area, covered with Pionite, Gloss Gray Santos color, #AGZ91-S laminate. 2. Install cabinet doors with concealed Euro-hinges, keyed locks and props, covered with matching laminate. 3. Install chrome closet rods under bins, full length of coach on both sides. H. Rear Wall Cabinet 1. Build and install rear wall stereo cabinet covered with Pionite, Gloss Gray Santos color, #AGZ91-S laminate. 2. Build individual drawer mounts (to allow rear access) and install the following equipment, provided by the contracting agency, in the rear wall cabinet, with proper interfacing and impedance matching:  2 ea. Recorder/Playback VCRs 1 ea. DVD Player  1 ea. CD Player/Recorder 1 ea. AM/FM Receiver  1 ea. Equalizer 1 ea. Multi-Channel Mixer  3 ea. Amplifiers 2 ea. Wireless Microphone Receivers 3. Install the following equipment, provided by the contracting agency, directly into the rear wall cabinet:  1 ea. 30" Television Monitor  2 ea. Speakers 4. Build storage cabinets for audio/video tapes, and electrical power requirements using the remaining available space. 5. Provide and install appropriate exhaust fans, of sufficient strength to cool all equipment, behind rear wall. I. Computer Desks 1. Build and install 1 ea. Computer desk, covered with Pionite, Gloss Gray Santos color, #AGZ91-S laminate and Wilsonart-Gibraltar top, directly behind trash bin on driver's side of coach. 2. Build and install 1 ea. Computer desk, covered with Pionite, Gloss Gray Santos color, #AGZ91-S laminate and Wilsonart-Gibraltar top, directly behind cooler bin on passenger's side of coach. J. Trash Bin 1. Build and install 1 ea. cabinet covered with Pionite, Gloss Gray Santos color, #AGZ91-S laminate directly behind driver's rear wall and in front of Computer desk. 2. Insulate cabinet and install appropriate container to be used as a trash bin. K. Cooler 1. Build and install 1 ea. cabinet covered with Pionite, Gloss Gray Santos color, #AGZ91-S laminate directly behind entrance wall and in front of Computer desk. 2. Insulate cabinet and install electric cooler. L. Power 1. Provide and install PowerTech 15KW Generator with auto start into center bay. 2. Build & install quiet box for generator with remote radiator. 3. Provide and install 2 ea. Trace _ RV2454 with Remote control RC7/GS/50 Voltage Inverters with generator start capability, auto start and remote switching and gauges. 4. Provide and install 4 ea. Interstate SG-4D maintenance free, deep-cycle, gel cell batteries with automatic start and monitoring of batteries for auto stop. M. Electrical 1. Build and install master switch panel to include all wiring and switches for generator, inverters, reading lights, ceiling lights and docking lights. 2. Build and install required power distribution panels for both 120V and 12V circuits. 3. Install 14 ea. 120V dual outlets, 7 per side, mounted in the lower wall between every other seat. 4. Install 14 ea. 12V outlets, 7 per side, mounted in the lower wall between the opposite seats from the 120V outlets. 5. Install appropriate 120V and 12V outlets at both computer desks. 6. Install 12V master cut off at entrance area and wired with relay bank. N. Install Electrical 1. Install 4 ea. 13"or 15_ television monitors, provided by the contracting agency, 2 on each side, equally spaced between the overhead bins and connected to both audio and video systems in rear wall. 2. Install 8 ea. XLR low impedance jacks under overhead bins in specified locations with wiring to multi-mixer unit in rear wall. 3. Install 28 ea. individually switched reading lights, 1 ea. above each seat, with wiring in false bottom of overhead bin. 4. Install 14 ea. speakers, provided by the contracting agency, 7 per side, 1 ea. between every 2 seats, recessed in false bottom of overhead bin. 5. Build and install a Drivers Communication and Stereo Console to include the following equipment, provided by the contracting agency:  CB Radio with microphone  FM Radio with microphone  AM/FM Receiver  CD Changer  Stereo Speakers  Public Address Microphone 6. Install 3 ea. antennas, provided by the contracting agency, for CB radio, FM radio and AM/FM stereo receiver. 7. Provide and install 1 ea. Marks Products RV-107 external back-up camera and console mounted monitor. 8. Install 1 ea. Microwave oven, provided by contracting agency, in last overhead bin on driver's side of coach. 9. Provide and install 1 ea. Beam -- RU-2941 Central Vacuum System with remote, piping and accessories. 10. Provide and install AVD-505 GPS System with 5_ screen receiver and tracking, in computer console behind drivers seat. 11. Provide and install 1 ea. KVH 01-0225 In Motion Satellite system in rear wall. 12. Provide and install recessed Halogen lighting in ceiling with switches at front and rear of coach. O. Bays 1. Provide and install 6 ea. docking lights, one on each bay door and switched from drivers console. 2. Install trunk mating on sidewalls of all open bays. P. Miscellaneous Construct and install black color blackout curtain between passenger area and drivers seat.
