- 1.. Delete Item Number 17, entitled DESC:, in it's entirty, of Submission No. 50J240 dated: April 13, 2001 and replace with Item Number 17 below. 2.. The U.S. Department of State (DOS), Office of Foreign Buildings Operations (FBO) is seeking to pre-qualify construction firms for the renovation of the United States Embassy Office Building (EOB) and (Ambassadors Residence-Embassy Main Residence (EMR)) in Canberra, Australia. The renovation will include complete replacement of the HVAC system, renovation of the physical and technical security systems for the Marine Security Guard (MSG) Post 1, replacement of exterior hard-line doors and CCTV upgrade of existing compound entrances. The facility will be occupied and in full use during renovation, and consequently, construction phasing shall be an important consideration under this project. The construction cost is estimated to be between $5,000,000.00 and $10,000,000.00; and therefore, the provisions of the Percy Amendment are applicable. (See Section 11 of the Foreign Service Buildings Act (22 U.S.C. 302).) Offerors which want to be considered for the statutory 10 percent "preference" are required to request this preference in writing with its proposal and to submit document evidence of the following: (a) performance of similar construction work in the United States, and (b) either (i) ownership in excess of fifty percent by United States citizens or permanent residents, or (ii) incorporation in the United States for more than three years and employment of United States citizens or permanent residents in more than half of the corporation's permanent full-time professional and managerial positions in the United States. In order to be eligible to perform under this contract, the successful offeror must possess or be able to obtain a Department of Defense (DOD) Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M. Specifically designated personnel assigned to this contract must also possess a Secret personnel security clearance issued by the Defense Industrial Security Clearance Office (DISCO). All offerors will be required to comply with security requirements as detailed in the NISPOM. Offerors already possessing the necessary FCL are requested to submit their appropriate CAGE Code together with the required pre-qualification documentation. If the selected offeror does not possess the necessary DOD FCL, the Department of State will sponsor it. Sponsorship does not guarantee that the firm will receive the clearance. A period of not more than 90 calendar days from selection of the final offeror will be allowed for this offeror to obtain the necessary FCL. After this period the Government will not be obligated to delay contract award, pending the issuance of any necessary security clearances, and another prequalified offeror may be selected. Firms, which form joint ventures, must also comply with the above FCL and personnel security clearance requirements. It is expected that the solicitation will be released during May 2001. The contract performance period from notice to proceed through project completion is estimated at 30 months, this performance period does include 30 calendar days for the contractor to submit bonds, insurance, and all other administrative paperwork as required by the contract. The contract type will be a firm fixed price construction. It will be the prequalified offeror's responsibilities to map out a plan of how they intend on integrating the work of the two buildings within the required performance schedule for this project. In accordance with construction documents prepared by the United States Government's Architect of Record and approved by the Office of Foreign Building Operations, the job will include site organization and lines of authority to ensure overall project coordination. Some coordination that the offeror must take into consideration is management oversight and coordination with U.S. Government on-site staff, coordination with Architect-Engineer representatives, subcontractors, equipment supplies, material management, quality control program are a few items that the offeror may be engaged in under this project. The project solicitation will consist of two phases; this CBD announcement is for Phase One. As a result of evaluations from submittals sent in response to Phase One, we intend to rate the offerors as a (Go/No Go) based on the technical requirements set forth in Factors 1 through 4 below. Those that receive a (Go) rating from the technical board for each factor will be issued a formal solicitation and invited to submit a price proposal in Phase Two. Those Offerors that receive a (No Go) rating in any one or more factors will not be invited to submit a cost proposal. The price proposals during Phase Two are to be submitted in the formats provided by the United States Government. Offerors invited to the pre-construction site visit, under Phase Two, at the U.S. Embassy in Canberra, Australia, and shall pay for their travel cost and accommodations. No scoring points will be used in the government's evaluation and ranking of potential offerors. All evaluations will be accomplished by the technical team using a narrative form of rating through which each offeror will be assigned a (Go/No Go) rating. FBO anticipates a sufficient number of offers rated and evaluated as a (Go) to price proposals to be competitively requested in Phase two of this acquisition. Firms responding to this announcement on or before the closing date will be considered for pre-qualification using the following evaluation criteria. All evaluation factors are of equal importance and will be evaluated based on the quality and content of the information submitted to the Government under Phase One of this announcement. If a contractor receives a rating of (No Go) for any one factor, then that contractor will not be allowed to compete in Phase two. FACTOR 1 -- TECHNICAL QUALIFICATIONS: Experience in renovating HVAC and Electrical systems while maintaining existing systems and while working around occupied buildings from three projects during the last five years. CONTRACTOR SHALL RECEIVE (GO/NO RATING). Offerors are required to list the project name and address telephone number and the clients contact person for each project. FACTOR 2 -- PAST PERFORMANCE: (a) Previous experience with overseas projects or projects in Australia and knowledge of Australia. (b) Five years of successful design and construction experience on similar projects. (c) Offerors must demonstrate that they and their principal sub-contractors have either individually or collectively completed renovation projects similar in complexity and type, with at least five construction projects over $5,000,000.00 U.S. dollars, during the previous five (5) years. (d) To large business offerors only, they must provide a subcontracting plan, used on past projects within the last five years showing how they utilized and made the placement of subcontracts to the maximum practicable extent with small and disadvantaged businesses in designated socio -- economic groups. CONTRACTOR RECEIVE A (GO/NO GO RATING). Offerors are required to list the project name and address telephone number and the clients contact person for each project. FACTOR 3 -- CAPACITY TO PERFORM THE WORK: Total combined construction and renovation business volume of at least equal the previously stated construction cost is estimate of $5,000,000.00 and $10,000,000.00 per year in three of the last five years. (c) Offers must provide a list of banks or other lending institutions which offer intends to use in order to finance this project, and provide credit references. CONTRACTOR RECEIVE A (GO/NO GO RATING). FACTOR 4 -- MANAGEMENT: (a) The contractor must provide a business management plan for construction projects that explains the Offeror's methodology for decision making, personnel management, team approach, quality assurance in the execution of the contract, schedule establishment and control. CONTRACTOR RECEIVE A (GO/NO GO RATING). As a means of verification of the contractors ability to meet each of the aforementioned criteria, firms that meet the requirements described in this announcement are invited to submit three copies of the Phase One proposal. Proposals must address the above factors: (1) Technical Qualifications, (2) Past Performance Information, (3) Capacity to Perform Work, and (4) Management Business Plan. Failure to provide any of this information as outlined under each factor will result in the offeror being removed from further consideration. All information and response(s) to this CBD announcement shall be written in English and shall be GBC bound letter format. This is a request for Phase One only. The Government intends to evaluate under Phase One proposals with a Go/No Go rating and seek Phase Two submissions (price proposals) from all firms that receive a Go rating in Factors 1, 2, 3, and 4. The prequalified firms with a Go rating will be sent a solicitation, specifications and drawings and invited to a pre-construction site visit at the Embassy at the contractor's cost. And be asked to submit a price proposal. Submittals for Phase One must be received by close of business on May 16, 2001, Proposals under Phase One received after this date will not be considered.
