- This is a combined synopsis/solicitation for commercial items issued by the Contracting Office, Offutt AFB, NE and prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. Solicitation number F2J62410950100 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-24. This announcement constitutes the only solicitation: Proposals are bing requested and a written solicitation will not be be issued. The government intends to issue a purchase order to procure, deliver and install 120 Jars of Johnson Control MDL NO. UPS 6-620, Sealed Cell Batteries (150 KW of battery back up for 30 minutes) for the Uninterrupted Power Source (UPS) in the BG vault, Bldg 500, at Offutt, AFB NE. The contractor is required to remove, haul-off and dispose/recycle: 180-230 KW batteries removed from the (UPS) in the BG vault. The proposed replacement batteries will fit into two Liebert battery cabinets designed to hold UPS6-620 sealed cell batteries. The contractor is required to provide a removal and installation plan to Mr. Joe Neumann 10 days in advance of installation. This plan can be faxed to: (402) 294-6075 or you can contact Mr. Joe Neumann at (402) 294-4684. All work must be accomplished in accordance with the following NAICS code: 235110. All Hardware must be Y2K complaint. All work must be accomplished in accordance with the following Standards: i. 1999 National Electric Code ii. IEEE Standard 450-Large Battery Installation and Maintenance iii. Handling of Hazardous Materials 40, Code of Federal Regulations 261.6, para (a)(2)(v), recycling of Lead Acid Batteries. Please acknowledge all requirements addressed above. Please indicate FOB destination on quote. No partial quotes will be considered. No substitutes will be allowed unless approved by the Government. The Government reserves the right to make one award or split the award, which ever is determined to be in the best interest of the Government. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. The provision at FAR 52.212-2, Evaluation_Commercial Items, applies to this acquisition. Evaluation will be based on best value including cost and ability to meet requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification -- Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (which includes: 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.222-41, Service Contract Act of 1965, As Amended (41 U.S.C. 351, et seq.)
