- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, #F41624-01-Q-1107, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. The associated North American Industry Classification System (NAICS) for this procurement is 331316 and the small business size is 750 employees. The Government intends to issue a Fixed-Firm Price purchase order for twenty (20) each Shipping Containers, Pallet Size. FAR 52.212-1 Instructions To Offerors Commercial Items (AUG 98) is incorporated by reference. Offerors shall provide a complete copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirements; and (2) price. ITEM DESCRIPTION: Shipping Containers: (1) Commercial Off the Shelf (COTS) or new modified COTS (not refurbished or used); (2) Required outer dimensions: 84" L; 98" W; 96" H; (3) Minimum inner dimensions: 79" L; 96" W; 90" H; (4) Constructed of lightweight aluminum material; (5) Capable of being stacked, stored, and shipped in an open environment without deterioration while protecting the contents from the environment (weatherproof and watertight); (6) Fabricated in accordance with standard commercial practices; (7) Exterior / interior paint 383 Green or Tan type IV CARC; (8) Four way forklift capable; (9) Four doors, two on each long side to allow maximum opening area for packing access. Doors must be lockable from the outside; (10) Removable center post between doors to enable easier packing; (11) Able to safely contain 10,000 lbs. of equipment during transportation and storage with a maximum gross weight of 11,350 lbs. Empty weight of container not to exceed 1,350 lbs; (12) Standard tie-down points inside container to secure cargo; (13) Provide long term corrosion resistance and is ruggedized for transportation and storage environments of 25 degrees F to +125 degrees F exterior temperatures, high humidity, rain, high winds, and snow; (14) Compatible with 463L government pallet for airlift; (15) Includes appropriate external tie-downs for transportation via truck or ship; (16) Requirement is for delivery FOB destination to Traffic Management Office (TMO), 8006 Chennault Rd., Bldg 1150, Brooks AFB, TX 78235 attn: Abe Saenz (210) 536-3434 by 31 Aug 2001. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.232-33, Mandatory Information for Electronic Funds Transfer Payment; and DFAR 252.204-7004, Required Central Contractor Registration. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11), (12), (13), (14), (15), and (17).
