Description
The USDA, Agricultural Research Service, Plum Island Animal Disease Center, Plum Island, New York has a requirement for the following in accordance with 36 CFR Part 61 for architectural history, which will be accomplished in Two (2) Phases: Phase 1) Historic Structure Report for the Plum Island Light Station. Provide material, labor and supervision to document the Plum Island Light Station in the form of a Historic Structure report that will serve as a guide for stabilization and maintenance of the associated structures and equipment. The report shall include the lighthouse, oil house, storage shed, fog bell and fourth order Fresnel lens. Document the original appearance and material by using the resources of the National Archives and the examples of similar lighthouses in the area. The report is to include a complete investigation and analysis of existing conditions and detailed recommendations for stabilization as well as considerations for moth-balling or adaptive use of the lighthouse. An investigative report shall be provided documenting the effort and include appropriate photographs and drawings to define necessary corrective action, engineering plans and specifications necessary to accomplish any corrective action, cataloging and storing architectural fragments such as balusters, handrail section and a newel cap which are presently scattered about the interior of the lighthouse. Plum Island has not decided on moth-balling or adaptive use at this time, but this report is to develop both approaches, including cost estimates to assist in making the appropriate decision. Stabilization of the bluff is not part of this scope of work: DELIVERABLES: Three copies of a 50% report shall be submitted within 90 days of the notice to proceed (purchase order) , three copies of the 95% report shall be submitted within 60 days thereafter, and five copies of the final document shall be provided to the Contracting Officer 30 days thereafter. These reports will be sent to the USDA, ARS, NAA, PIADC, Route 25, Orient Point, New York 11957, Attn: Lynda Biedermann, Contract Specialist. Phase 2) Historic Preservation Plan for unoccupied buildings from the Fort Terry era. Provide material, labor and supervision to develop a Historic Preservation Plan for Plum Island. This plan shall be developed using the June 1998 Historic Resources Survey of Plum Island which will be provided to the successful offeror. The plan shall include the following: 1) identify and evaluate the 64 historic properties on Plum Island and Orient Point; 2) determine the level of significance for each; 3) assess the effect of current and future "undertakings"; 4) develop a management plan for the historic properties , balancing the conflicts between the PIADC mission, the policy of restricted access, budget considerations and historic preservation goals; 5) establish proposed methods of treatment for the historic structures and buildings; 6) establish a plan and a schedule for the demolition of the World War II and USDA buildings that have no historical significance and/or do not fit the Historic Preservation Act; 7) assess the need for a shoreline erosion study at specific historic sites; 8) assess the conflicts of limited public access vs. the PIADC mission, biological safety, personal safety and liability; 9) develop a plan for preservation of the historic records at PIADC. This Historic Preservation Plan shall be prepared in consultation with the New York State Historic preservation Officer and upon completion shall be submitted to the Advisory Council for review and comment. A final approved document shall be obtained from the New York State Historic Preservation Officer and the Advisory Council upon resolution of their comments. DELIVERABLES: Three copies of a 50% report shall be submitted within 90 days after the acceptance of Phase 1, three copies of a 95% report shall be submitted within 60 days thereafter, and five copies of the final document shall be provided to the Contracting Officer 30 days thereafter. These reports will be sent to the USDA, ARS, NAA, PIADC, Route 25, Orient Point, New York 11957, Attn: Lynda Biedermann, Contract Specialist. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation and prices are being requested. A written solicitation is not available. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. The full text of these clauses may be accessed electronically at this address: http://www.arnet.gov/far/. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The following evaluation criteria are included in paragraph(a) of that provision. The Contracting Officer will make award based on 1) TECHNICAL CAPABILITY: the professional performing both the Historic Structure Report and Historic Preservation Plan shall have as a minimum the educational and experience qualifications that meet or exceed the requirements published in 36 CFR Part 61 for architectural history, historic preservation, history, or closely related field. 2) PAST PERFORMANCE: Past performance history may be based on the Contracting Officer's knowledge of any previous history of this type of work, customer surveys and/or any other verifiable information available to the Contracting Officer. The offeror's lack of performance history will not result in disqualification, but will result in a neutral past performance rating. A neutral score could be considered less favorable than a favorable past performance score. In order to be considered for contract award, Offeror's shall provide a list of five (5) projects of a similar nature and complexity that were awarded within the past five years or that are currently in force. This information must be submitted with your offer. For each phase list the following: Name, address and telephone number of the organization, Project Officer, contract type and dollar value and performance period. 3) PRICE: and price most advantageous to the Government . The estimated cost of this project is between $25,000 and $100,000. The Industrial Classification (SIC) Code 8999, Size Standard $5.0, NAICS code 541990, Size Standard $5.0 will be used for this 100% Small Business Set-Aside. Offerors shall include a complete copy of the provision at FAR 52.212-3, Offeror/Representation and Certifications-Commercial Items, with their quotation.
