Description
THE AGENCY OF HEALTH RESOURCES AND SERVICES ADMINISTRATION, OFFICE OF RURAL HEALTH POLICY, THROUGH THE PROGRAM SUPPORT CENTER PLANS TO AWARD A 8 MONTH SOLE SOURCE SIMPLIFIED ACQUISITION TO EEI COMMUNICATIONS. THE ANTICIPATED DATE OF AWARD IS MAY 1, 2001. The purpose of this project is to design a series of promotional documents that will be used to inform and instruct the public about the office and its programs. This series will also demonstrate the resources available to educators, researchers, potential grantees, policy makers, and other government agencies from the Office of Rural Health Policy. The Office of Rural Health Policy works both within government at Federal, State, and local levels, and with the private sector with associations, foundations, providers and community leaders to seek solutions to rural health care problems. Specific Tasks: The Contractor shall be responsible for the following, but not be limited to: 1. Template Design The contractor shall meet with ORHP staff concerning ideas and specifications for the design templates. The contractor shall create a design template that will be used to lay out the program promotion series. The program promotion series will consist of an office summary document, five grant program documents, a state grant summary cover page and a research summary document. The format will be of 8 x 11, including a graphic "banner" common to all summaries that identifies the summary as part of the program promotion series and as a publication of ORHP/HRSA/DHHS. All shall be double sided, 2 colors on one side and black only on reverse with official logos on front sheet. The contractor shall present ORHP with design samples of the template that is placed at the top of all summary documents for review. After ORHP approval of a design, the contractor shall develop the coordinating templates for each summary document. When these pieces are approved, the contractor shall finalize the templates and prepare them for use in the layout of the various documents. Format of state grant summary cover page shall permit ORHP to include specific state names and data. Provide design template of state grant summary cover page in a PC file compatible with ORHP software. 2. Preparation and Production of Office Summary and Grant Program Summaries The contractor shall copyedit the text for these 6 summary sheets (a total of approximately 6,000 words), lay out the individual pieces, and deliver page proofs to ORHP for review. Upon ORHP approval of the layouts, the contractor shall complete final quality control, duplicate 500 copies of each of the 6 summaries and deliver to ORHP. Provide the six design templates in a PC file compatible with ORHP software. 3. Writing, Editing, and Production of 5 Research Summaries The contractor shall draft the research summary from a ORHP research center report of 30-40 pages provided by ORHP. The research summary shall fit on one double-sided page. The contractor shall submit the draft text to ORHP for review; then complete one round of revisions in response to ORHP comments. The contractor shall lay out the copyedited text according to the approved design template and deliver page proofs to ORHP for review. Upon ORHP approval of the layout, the contractor shall complete final quality control and file preparation (including files in HTML and PDF format), and deliver 400 copies of the research summary to ORHP. Five research summaries based on 5 ORHP research center reports shall be prepared on a flow basis within 8 months of EDOC. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
