Description

NASA JSC WHITE SANDS TEST FACILITY (WSTF) plans to issue a IFB/Request for Offers (RFO) for the rehabilitation of the electrical distribution system in the 200 Area. The project will consist of demolition and removal of existing lattice steel substation, three 25kV transformers, associated disconnects, wire, overhead 25kV conductor, hi-line pole, 25kV underground cable, terminator, conduit, etc. Procure and install three new 25kV transformers, 25kV 4-way pad mounted switch, 25kV undergound cable, 480V and 208V switchboards housed in a building, one new 480V-208V transformer and various distribution panelboards. Procure two 200kW, 480V, 3 phase generators. One shall be installed with the associated concrete pad at Building 203. The other generator shall be provided to the Government. Demolition and remove existing 25kV overhad conductor, pole, and associated HV hardware. Procure and install new 25kV cable, conduit, HV terminator, elbows, arresters, padmounted switch, etc., to facilitate installation of an underground feeder to the 200 substation. All construction will occur at WSTF and shall be coordinated and scheduled to avoid impacting the normal work activity at WSTF. Some demolition and installation work will require non-stop around the clock 24-hour operation and installation of temporary utilities, including power and HVAC. The work will be scheduled during various designated and discontinuous time period. The order of magnitude for the procurement is $500,000 to $1,000,000 and the effort shall be completed within 245 calendar days after notice to proceed. The NAICS Code and small business size standard for this procurement are 235310 and $11.5 million, respectively. The anticipated release date of the IFB/RFO is on or about May 2, 2001 with an anticipated offer closing date of on or about June 5, 2001. The firm date for receipt of bids or offers will be stated in the IFB/RFO. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet.
