Description
The International Boundary and Water Commission, United States Section, requires the furnishing of labor, materials, and equipment for the repair of side seal assemblies on the U.S.-owned radial gates at Amistad Dam. The dam is located on the Rio Grande, approximately 14 miles upstream from the town of Del Rio, Texas. The dam is situated on the International Boundary between the United States and Mexico. Eight radial gates will be repaired, each measuring 50 feet wide by 54 feet high, and having a radius of 52 feet. The gates will remain installed on the spillway crest of the dam during the repairs, and the side seal assemblies will be detached from the gates and transported to a repair site for the repairs. Work under this contract will not require the Contractor to enter the Republic of Mexico. If required by rising reservoir levels, stoplogs will be installed by the U.S. Government upstream of each gate under repair. Each gate contains two side seal assemblies, one on each side of the gate. The side seal assembly consists of a continuous neoprene "J" seal attached to a continuous structural steel angle using a continuous stainless steel side seal bar. Each side seal assembly forms a 60 foot long arc of a 104-foot diameter circle, and weighs approximately 1200 pounds. Work under this contract involves unbolting each assembly from the gate faceplate, transporting it to a repair site located 1.25 miles distant, repairing the assembly, transporting it back to the gate, reinstalling it on the gate faceplate, and adjusting it to insure a hydraulic seal. Repair will involve: 1) cutting off the damaged bottom 12 feet of the side seal bar; 2) fitting, drilling, countersinking, and installing a new 12 foot length of side seal bar; 3) cleaning and painting portions of the side seal assembly and the gate faceplate (cleaning under this contract shall include complete removal of old vinyl resin paint coating); and 4) replacing damaged screw fasteners by welding new nuts on the back of the gate faceplate, and cleaning and painting the back of the gate faceplate in the vicinity of the welding operation. The Government will supply paint, paint thinner, and new sections of stainless steel side seal bar, bent to the proper radius. Tentative dates for issuing and closing IFB 01-05 are May 21, 2001 and July 13, 2001, respectively. The work under this contract, is to be completed in 210 calendar days from the date of issuance of Notice to Proceed. The estimated price range for the repairs is between $100,000 and $250,000. Plans and specifications will be available for inspection, without charge, at the International Boundary and Water Commission, U.S. Section, The Commons, Building C, Suite 224, 4171 North Mesa Street, El Paso, Texas 79902-1441. Copies of the bid package are available at no charge. All requests for bid documents must be in writing, no telephone or facsimile requests will be accepted. The North American Industry Classification System (NAICS) code for this acquisition is 234910 for Water, Sewer, and Pipeline Construction. The associated small business size standard is $17 million dollars in annual average gross receipts for the past three years.
