16 -- NOTICE OF INTENT TO AWARD SOLE SOURCE

Description: The U.S. Customs Service intends to negotiate on a sole-source basis Rockwell Collins, Cedar Rapids, IA to procure seven (7) DF-301E Tactical Direction Finder Antenna assemblies, part number 622-0902-206 for use in a USCS P-3 aircraft. Rockwell Collins is the sole manufacture of this equipment and it has been successfully integrated and is presently in operation in other USCS P-3 aircraft, therefore all design, integration, and safety of flight testing is complete. Rockwell Collins is the only manufacturer that has the proprietary information, capabilities, and knowledge to manufacture this equipment. These units are identical to ones previously installed in USCS P-3 aircraft and shall maintain the established configuration baseline. Any other manufactured units would impact the operator, maintainer and the established logistics support structure and would require new engineering analysis and testing and unnecessarily increase both technical and schedule risk and ultimately raise program costs. The commonality of systems is critical in maintaining a baseline aircraft configuration in the USCS P-3 aircraft fleet. This contract action is subject to the availability of funds.
