- Description
- The USDA Forest Service, Rocky Mountain Research Station, Fire Sciences Laboratory, intends to acquire and have installed, an Acquisition and Processing System for several different earth remote sensing satellites, all of which transmit their sensor data at X-band (8.0 -- 8.5 GHz). The system will be referred to as the X-band System. This X-band System must be able to receive, process, generate products, store and distribute real-time MODIS telemetry from Terra (formally EOS-AM), Aqua (formally EOS-PM) and OceanSat satellites. The X-band System must be designed for future expansion to add other telemetries as they become available. The system must be able to process, analyze, produce and distribute products in near real time. The X-band System must be designed to automatically receive and process to NASA Level 0, the Direct Broadcast MODIS data from the EOS Terra, Aqua and OCM missions. Level 0 data must be processed to Level 1 (earth located, radiometrically calibrated) and Level 2 (geophysical data products). This Level 0 -> Level 1 -> Level 2 processing must be performed on the two workstations (Acquisition Server and Processing Server) that comprise the X-band System, using a combination of supplier's software, along with MODIS processing algorithms that are being developed and validated by NASA. A complete listing of the technical specifications will be provided with the solicitation package. This solicitation will be for commercial items and prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6. Solicitation No. R1-01-16 will be issued as a Request for Proposals. This will be a firm fixed-price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-21. This solicitation is unrestricted. The North American Industry Classification System (NAICS) for this procurement is 334290, Other Communications Equipment Manufacturing. The Small Business Size Standard is 750 employees. Installation of equipment will be at the Fire Sciences Laboratory located at 5775 West Highway 10, Missoula, Montana 59802. Estimated price range is between $450,000 and $600,000. Solicitation will be available on May 4, 2001, with proposals due on May 25, 2001.
