Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for 62 each, capacitors. Each capacitor is to be rated as follows: maximum operating voltage 30.0 KV; capacitance 17.5 microfarad with tolerance <= +/-10%; rated voltage reversal: 60%; maximum voltage reversal {fault} 80%; rated peak current: 450 KA; maximum peak current {fault} 500 KA; maximum operating temperature >= 40 C; minimum operating temperature <= -10 C; design life rated at 20,000 charge/discharge cycles; DC design life >= 330 hours; reliability at rated life >= 90% survival; maximum inductance <= 40 NH; busing: 1 each low barrier scyllac; electrode: 1.0 -- 14 UN S 2B tap; case terminal: 8 each 3/8-24 UNF-2B X 0.5 deep in coaxial ring. Dimensions: within the approximate bounds of 14 x 18 x 30 inches. Each capacitor to be tested for voltage {up to 45 KV for 60 sec}, and leak. NO PCB. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from General Atomics in San Diego, California, pursuant to FAR 6.302-1, due to the unique specifications of the required capacitors. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 3, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
