- Description
- The Ballistic Missile Defense Organization (BMDO) intends to award a sole source contract or cooperative agreement to StratCom International LLC, for applied research including design studies and developmental design concepts for a Boost Phase Intercept Deterrent Operational Airship Vehicle (BPIDOV). The research will examine the range of Boost Phase Interceptor designs and components available for rapid development of lightweight BPIs; Parametrically conceptualize fast burn Boost Phase Interceptor, and conduct range and timing studies to provide a performance map for intercept of a range of threat ballistic missiles for the interceptors as related to launch from airship platforms; Utilize the BPI from both BPIDOVs and from larger, off-shore airships; Design concepts for a range of capabilities for the BPIDOV vehicles and relate them to a set of environmental and wind constraints; Develop design concept data needed to provide confidence in the combined BPI launch concept and surveillance capability for the larger "off shore or beyond the border" stratospheric airships. The design concept for the BPIDOVs will include launch techniques from aircraft; Operational deployment concepts for both the "off shore or beyond the border" stratospheric airships and the BPIDOVs; Provide system and operational concepts for additional risk reduction for the development phase of both concepts including command and control issues, the possibilities of utilizing both the larger vehicles and BPIDOVs for ongoing surveillance and intelligence gathering, or other pertinent development and operational issues. The contract or cooperative agreement is approximately $2 million for a period of 2 years. StratCom International L.L.C. is the only known source for the research area described. Any contractor who believes they possess capabilities to perform the described research mentioned may express their interest by submitting information that details their experience with relevant research in stratospheric airships to Ms. Pamela Moore at Pamela.Moore@bmdo.osd.mil NLT 2:00 p.m. on 27 April 2001. See Numbered Note(s): 22.
