Description

This requirement is in support of Naval Surface Warfare Center, Carderock Division Detachment, Bremerton, WA for dry-docking and repair work on the M241 Barge. Contractor will provide all labor, material, equipment and services; including by not limited to dry-dock, moorage, gangway, fire portion, competent personnel, shore power, fresh water, garbage service, crane services, staging, manlifts, compressors, gangways, line handlers, and tug boat assistance into and out of the dry dock. Miscellaneous Tasks and repairs to barge include but are not limited to, modifying weather deck, offload, clean and paint three each 40-ft ISO vans; Ultrasonic Hull Thickness test; replace 35 each existing Federate Metals M-24 or equivalent zinc anodes; modify MSD piping; repairs to piping on Diesel Generator; install new ballast system pumps; install new potable water pumps. Every reasonable precaution shall be taken to protect the barge from hazards of fire, flooding, pilferage, malicious damage, and other events, including cataclysmic phenomena of nature. Contractor to perform necessary repairs to the Tanks and Voids and clean and dry bilge area in the M241 Engine Room. Contractor shall provide Gas Free Engineering Services to provide a safe for entry/safe for hot work certificate. Barge overhaul to be completed on or before 31 August 2000. This requirement will be procured utilizing commercial, best value procedures. This procurement is a 100% Small Business Set-Aside. It is anticipated that the solicitation will be issued by 27 Apr 01. When the solicitation is available for download, prospective offerors should carefully review the solicitation posted at http://www.neco.navy.mil/ (then "Business Opportunities) (then search using the solicitation number N0040601T0541, all are "zeros" not the letter "oh"). No telephone or fax requests for the RFQ package will be accepted. An email request to monique_a_klose@puget.fisc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. After downloading the solicitation, firms interested in submitting quotes must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation, (3) manufacturer information of proposed items and (4) ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.2000.com/). This is a web-based solicitation. No hard-copy solicitation/amendment documents will be distributed by the Government. The Government will not mail or fax the solicitation or any amendments thereto. Subsequent amendments to the solicitation, if any, will be promulgated ONLY via the NECO website. Prospective quoters are responsible for checking the referenced web page early and periodically for any solicitation amendments. Interested parties should not expect notification that an amendment has been issued. The Government web site is occasionally inaccessible due to maintenance.
