- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for which proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Proposal (RFP) and the solicitation number is DAHA23-01-T-0083. Solicitation document and incorporated provisions and clauses are current through Federal Acquisition Circular 97-24. (Note: If contract is issued under another Government contract, clauses and provisions contained in Government contract will take precedence.) This request is solicited on an unrestricted basis using SIC code 7699. Statement of Work requires picking up engine T700-GE-700 from Blackhawk UH-60, A Series, Helicopter, SN: GE-E-306668, TSN: 1700 hours, from MO-AVCRAD Shop, 2501 Lester Jones Avenue, Springfield, MO 65803-9513, and returning to the same location. Contractor will ship engine by surface in engine can provided by Contractor. Contractor is to completely disassemble engine, evaluate, and provide firm-fixed price cost proposal to repair above referenced engine. Contractor is to evaluate the subject engine in totality, list repairs needed and/or replacement parts, refurbishment of airflow tolerances per plasma coating to factory specifications, and a test cell run in accordance with DMWR 55-2840-248-2. Time allocated for the tear down, evaluation, and quotation for repair is 30 days from date of contract. The Government reserves the right to provide any required repair parts. If Unit does not want engine repaired, Contractor shall reassemble engine and return to Springfield, Missouri. If Unit DOES want engine repaired, a separate contract or modification will be issued for this repair. A FAA certified turbine engine repair facility must perform the repair work and Contractor must warrant that they are a "FAA Turbine Engine Repair Facility". A 1,000 hour warranty on the repair work shall be required. Work is to be performed within a 300-mile radius of Springfield, MO. No repairs will be performed on the engine until the Contracting Officer has been notified of actual costs and a contract modification or new contract is executed for the repairs. Contractor is to submit a firm-fixed price proposal, technical performance proposal describing how work will be accomplished, and past performance proposal. Cost proposal will be broken down as follows: (1) Price to pick up T-700 engine at 2501 Lester Jones Avenue, Springfield, MO 65803, and take to Contractor's location for evaluation and return to Springfield, MO; (2) Cost to tear down, evaluate and provide cost for repair. Cost for repair shall contain number of labor hours at rate per hour, labor categories, an itemized list of parts and material with prices for each (Note: The Unit reserves the right to provide any required parts) to provide for a firm fixed price to repair engine; (3) Cost for reassembling the engine, if the Government desires not to have the engine repaired. No repairs shall be made on engine until Agency has been notified of cost and has given a "Notice to Proceed" by modifying the contract or issuing a new contract. Submit past performance proposal to include three references of similar work that includes description of work, point(s) of contact with telephone numbers, and statement warranting the vendor is a "FAA Turbine Engine Repair Facility." Prevailing wage rates are applicable. Include a completed copy of the provision at FAR 52.212-3. FAR 52.212-4, Contract Terms and Conditions applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- - Commercial Items applies to this acquisition. FAR 52.222-21, DFARS 252.225-7007, FAR 52.222-26, Far 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.222-41, FAR 52.222-42, and FAR 52.232-34 apply.
