Description

The U.S.Geological Survey has a requirement for programming services for the GEO DATA Explorer (GEODE) project. THE USGS ANTICIPATES AWARDING THE PURCHASE ORDER ON A SOLE SOURCE BASIS TO MR. STEVEN HALE WHO HAS WRITTEN 95% OF THE EXISTING GEODE CODE AND ALL OF THE APPLICATIONS USED BY THE GEODE TEAM TO ENTER AND VERIFY SPATIAL DATASETS. No written documentation is available. The need is for programming services which can modify PGS source code on LAVA and Magma and integrate to existing USGS written source code for ESRI's SDE, Infomix, Netscape's Enterprise server, SAFE's FME, PGS database code, Lizard Tech's Image Compression.. THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY; NO COMPETITIVE RFQ WILL BE AVAILABLE. This requirement is a continuing action and Mr. Hale is the only known source who has sufficient knowledge of the GIS to perform the required services. This award will be made on or about the 5th calendar day from the date this publication appears and will be made under the FAR 13.5 Test Program for commercial items threshold of $5,000,000. The NAICS code for this acquisition is 541512. Any vendors who may be able to provide the required services are invited to provide an affirmative response to this notice by faxing a capability statement to the CO at 703-648-7359. All responses must be received in this office within 5 days from the date this publication first appears. All responses must be in writing; no telephone responses will be accepted. This notice of intent is NOT a request for competitive proposals. Numbered Note 1 applies.
