Description

The Federal Railroad Administration (FRA) is an Operating Administration within the US Department of Transportation (DOT) FRA has a combined workforce of approximately 725 employees working at a Headquarters in Washington, DC, in eight (8) Regional Offices, and in a variety of work-at-home locations around the nation. FRA is seeking a contractor to perform workforce planning and non-technical training needs assessment(s) among selected groups of FRA employees to facilitate efficient and accurate alignment of the workforce for strategic planning and mission accomplishment in accordance with the Government Performance and Results Act (GPRA). The work is to be accomplished incrementally for groups of FRA employees in phases during a period of up to five (5) years. An indefinite delivery/indefinite quantity (IDIQ) type contract, with a base year and four (4) one-year options, is contemplated. Delivery orders will be individually negotiated for specific work depending on the availability of funds. The proposed contract is 100% set-aside for small business concerns under the NAICS Code 541612 for which the size standard is $5 million. The solicitation is expected to be issued and posted within the next 30 days only on the GSA's Federal Business Opportunities electronic posting system.
