Description

The Program Support Center on behalf of the Substance Abuse and Mental Health Services Administration (SAMSHA) Center for Mental Health Services (CMHS) intends to award a simplified acquisition on a sole source basis to National Association of State Mental Health Planning and Advisory Councils (NAMHPAC), 1777 Broadway, Boulder, Colorado 80306. The Contractor shall provide technical assistance using a "peer-to-peer" model. State mental health planning and advisory councils and States will request technical assistance from the Contractor. The Contractor shall link requesting planning and advisory councils with members of other planning and advisory councils with demonstrated strengths in the area of the requested technical assistance. The technical assistance may involve traveling from one State council to meet with members from the requesting State planning council. The contractor shall provide one-on-one technical assistance to State mental health planning and advisory councils at the 2001 national meeting. In addition, the technical assistance may involve telephone communication, and video conferencing . The proposed simplified acquisition is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. No solicitation will be issued. It is anticipated that award of this requirement shall be on or about May 21, 2001.
