- 3rd Simulation Based Acquisition Conference Event #1390 May 15 -- 17, 2001 Springfield Hilton, Springfield, VA POC Derek Jenks djenks@ndia.org "Sponsored by the NDIA Systems Engineering Committee, in conjunction with the Director, Interoperability, Office of the Deputy Under Secretary of Defense, Acquisition, Technology & Logistics" Background: The Department of Defense has initiated Acquisition Reform to streamline the process of procuring new and upgraded weapons and to cut the overall costs of acquisition. A key element in the Reform is Simulation-Based Acquisition, defined as the use of modeling and simulation throughout the acquisition life-cycle of the weapon system. Simulation Based Acquisition, or SBA, is now a requirement specified in the latest version of the DoD-5000-series of Defense Acquisition directives, instructions and regulations. SBA Vision: SBA is an Acquisition process in which DoD and Industry are enabled by a robust, collaborative use of simulation technology that is integrated across acquisition phases and programs. The goals of Simulation Based Acquisition are to: Substantially reduce the time, resources and risk associated with the entire acquisition process Increase the quality, military worth and supportability of fielded systems while reducing total ownership costs throughout the total life cycle Enable Integrated Product and Process Development (IPPD) across the entire acquisition life cycle Conference Purpose: The purpose of this Conference is to bring together key participants involved in the implementation of SBA in Defense Acquisition. The Conference will summarize the efforts to date, at both the DoD and the Services level. It will provide discussion of current key enablers, review of current implementation policies and strategies, provide overviews of key technology elements, take a look at program successes and how they achieved that success, discuss the cultural changes of employing SBA in program execution and provide in-depth discussion of the economic and programmatic benefits. Who Should Attend: This workshop is intended for Program Executive Officers (PEO), DoD and Industry Program Managers, Project Managers, Functional Design Managers, key representatives from the Test & Evaluation and Training communities, Company and Government Department/Division/Business Unit Managers who are responsible for product acquisition and/or development and are interested in gaining a better understanding of the Department of Defense vision and policy to develop a tool set to help achieve DoD cycle time and Total Ownership Cost (TOC) reduction goals.
