- DESCRIPTION: SOURCES SOUGHT REQUEST FOR INFORMATION ONLY: The U.S. Army Corps of Engineers, Alaska District intends to explore the availability of Alaskan 8(a) contractors for the following project: Interim Removal Action: Northeast Cape White Alice Site Building Demolition / Debris Removal and Containerized Hazardous Toxic Waste (HTW) Removal The work consists of 1) building demolition and debris removal, 2) removal of containerized hazardous and/or toxic waste, and 3) potential limited removal of non-containerized contaminated soil generated during the performance of the aforementioned work tasks. The subject structures include buildings, electrical and antennae facilities, and a tramway associated with a former White Alice Communication facility. Features include: Approximate 17,000 square feet of building area; Four troposheric antennae structures and one Radome structure; Concrete transformer pads, PCB contaminated; Potentially some transformers; Approximately 12 aboveground storage tanks (ASTs); Tramway, including towers, tower foundations, cable, and other associated components; Miscellaneous debris; Miscellaneous pits; and Miscellaneous containerized HTW. Note that this listing is preliminary, intended for rough scoping and consideration only. The project site is located at the Northeast Cape of St. Lawrence Island, Alaska, in the Bering Sea approximately 135 air miles Southwest of Nome, Alaska. Access to Northeast Cape is by aircraft and/or barge. An approximately 10,000 feet long gravel airstrip exists at Northeast Cape. The work will require mobilization and demobilization of a construction camp facility. The work includes removal of structures from a) the base of a mountain, b) the mountain sideslope, and c) the top of the mountain. Access to some structures is expected to be challenging. Existing building materials are expected to include concrete, lumber, tar paper, wainscot, steel, and various other materials. Building materials are expected to contain asbestos and lead-based paint, potentially containing polychlorinated biphenyls (PCBs). Containerized HTW materials are expected to include PCBs, petroleum, oil, and lubricants (POL), and materials regulated under the Resource Conservation and Recovery Act (RCRA). The estimated cost magnitude of the project is $5M to $10M. Please advise of possible interest in this project as a qualified Alaskan 8(a) firm. Please provide description of previous projects, similar to the subject project, including dollar value, description of work, ultimate and end user/customer capability, and possible partners in the subject project endeavor.
