- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, N00173-01-R-TB03 is a request for proposal (RFP). The incorporated provisions and clauses of this acquisition are those in effect for Federal Acquisition Regulation (FAR);Federal Acquisition Circular 97-24; Defense Federal Acquisition Regulation Supplement (DFARS) and the Naval Acquisition Procedures Supplement (NAPS) in effect through 03 April 2001. The small business size standard for this acquisition is 500 and the NAICS code is 334516. This acquisition is unrestricted. The Naval Research Laboratory (NRL) has a requirement for a Cathodoluminescence (CL)/Photoluminescence (PL)/Raman Spectrometer which must be compatible with an existing LEO 1450 Variable Pressure Scanning Electron Microscope System (vp-SEM) equipped with a Gatan vacuum load lock and liquid nitrogen cooled sample stage manufactured by LEO Electron Microscopy Inc., One Zeiss Drive,Thornwood NY 10594. This system will be used for general electron microscopy on advanced materials, some of which will require observation at pressures up to 400 Pa, cathodoluminescence imaging and spectroscopy within the vp-SEM, and Raman and photoluminescence spectroscopy of wide band gap materials, with rapid sample exchange for sample requiring cooling to 100K. The required instrument shall meet or exceed the following specifications: CLIN 0001 Cathodoluminescence (CL)/Photoluminescence (PL)/Raman Spectrometer Minimum Specifications: Optical: Cathodoluminescence Spectroscopy: Spectral range: 205 nm to 1000 nm, Spatial resolution: electron beam limited, Spectral resolution: 5 cm-1 FWHM at 532 nm, 12 cm-1 FWHM at 325 nm, spectral accuracy: better than 0.1 nm at 400nm, 0.8 nm from 205 to 1000 nm, spectral repeatability: better than 0.25 pixels or resolution elements, Sample collection optic distance: 2 mm with NA ~0.4. Photoluminescence Spectroscopy: excitation: 532 nm with optics for optional 325 nm source, Spectral range: <250 nm to 1000 nm, Spatial resolution: <1-2 microns, Spectral resolution: 5 cm-1 FWHM at 532 nm, 12 cm-1 FWHM at 325 nm, spectral accuracy: better than 0.1 nm at 400nm, 0.8 nm from 205 to 1000 nm, spectral repeatability: better than 0.25 pixels or resolution elements, Sample collection optic distance -- objective dependant: 2 mm with NA ~0.4 Micro-Raman Spectroscopy: excitation: 532 nm with optics for optional 325 nm source, Raman Shift: <200 cm-1 to 3600 cm-1 (532 nm), 500 cm-1 to 3600 cm-1 (with optional 325 nm excitation), Scattered excitation light: less than 10-9 with 200 cm-1 of 532 nm, or 500 cm-1 of 325 nm, Signal to noise: exceeds 2000:1 for 1 second integration with 3 mW of 532 nm excitation on silicon sample, Spatial resolution: <1-2 microns, Spectral resolution: 5 cm-1 FWHM at 532 nm, 12 cm-1 FWHM at 325 nm, spectral accuracy: better than 0.1 nm at 400nm, 0.8 nm from 205 to 1000 nm, spectral repeatability: better than 0.25 pixels or resolution elements, Sample collection optic distance -- objective dependant: (x50, x20, x5 objectives standard) 2 mm with NA ~0.4. Cathodoluminescence Imaging: Excitation: scanning e-beam, Spectral Range: <250 nm to ~800 nm, Spatial Resolution: e-beam limited, Maximum area: 100 microns square, Maximum frame integration time: 1000 sec., Imaging Spectral Resolution: ~<0.5 nm FWHM from 250 to 800 nm, spectral accuracy: better than 0.2 nm at 400nm, 0.8 nm from 250 to 800 nm, Repeatability: limited by e-beam repeatability and sample holder mechanics. Photoluminescence/ Raman Imaging (point by point mapping) Excitation: 532 nm laser, with capability for optional 325 nm laser, Spectral Range: <250 nm to ~800 nm, Spatial Resolution: 1-2 microns, Maximum area: limited by stage scanning control, Maximum frame integration time: 1000 sec., Imaging Spectral Resolution: ~<1 nm FWHM from 250 to 800 nm, spectral accuracy: better than 0.2 nm at 400nm, 0.8 nm from 250 to 800 nm, Repeatability: limited by stage scan control. Mechanical: Spectrometer must interface to the vp-SEM in a mechanically stable manner and all insertion/light collection optics must be compatible with existing secondary electron and 4 quadrant backscattered electron detectors. The insertion/light collection elements must be retractable to allow for normal SEM usage when CL/PL are not employed. In addition, the spectrometer must be optically compatible with an optional uv microscope for uv micro-Raman studies separate from the vp-SEM. Electrical: 90-250 Volts 60 Hz. Software: The software controlling the spectrometer should allow the user to easily and rapidily control all CL/PL/Raman data acquisition modes (both spectral scans and imaging) and data display. It should directly interface with the external e-beam and sample stage controls of the vp-SEM. It should allow for data analysis, deconvolution and curve fitting, false color display, file import/export/translation and other features typical of spectral display and analysis software. Vacuum: the system will be compatible with and not degrade the base vacuum better than 1.0 x 10-6 torr. CLIN 0002 Operating manuals CLIN 003 Standard Commercial Warranty Delivery and acceptance is at the Naval Research Laboratory, 4555 Overlook Avenue, S.W. Washington D.C. 20375-5326, FOB Destination, no later than 120 days from date of award. The FAR and DFAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors-Commercial Items. The proposal must demonstrate an understanding of all requirements covered in the RFP's terms and conditions. General statements that the offer can or will comply with the requirements, that standard procedures will be used, that well-known techniques will be used, or paraphrases the RFP's Specifications in whole or in part will not constitute compliance with these requirements concerning the content of the technical proposal. The Government intends to award a contract resulting from this solicitation to that responsible offeror proposing the lowest price for the Supplies or Services that has been determined to comply with the requirements of the solicitation. Offerors are advised to include with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Web site:http://heron.nrl.navy.mil/contracts/reps&certs.pdf) and DFARS 252.225-7000, Buy American Act-Balance of Payments Program Certificate. The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52-212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items. The additional clauses that are applicable to this acquisition are FAR 52.203-6, FAR 52.203-10, FAR 52.219-8, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.225-3, FAR 52.232-33, and FAR 52.247-64. The clauses at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items apply to this acquisition. The additional clauses cited applicable to this acquisition are DFARS 252.225-7000, DFARS 252.225-7001, DFARS 252.225-7007, DFARS 252.225-7012, DFARS 252.225-7036, DFARS 252.204-7004, DFARS 252.227-7015, DFARS 252.227-7037, and DFARS 252.232-7009. Any contract awarded as a result of this solicitation will be a DO rated order certified for national use under the Defense Priorities and Allocations System (DPAS) (15CFR700). Any questions generated, as a result of this solicitation must be received no later than 10 days before the closing date.
