- NASA/JSC plans to issue a Request for Quotation (RFQ) for the following: (1) one Logic Analyzer, color portable mainfrane, rul*2 -- certificate of traceable calibration standard (P/N TLA714); (2) one LAN PC card, 10/100 LAN cardbus/32 32-bit PC card, 10 Base T (P/N TLA714 1A); (3) one LACART (P/N TLA714 1K); (4) one INCR DRAM/HDD, increase to max DRAM/replaceable hard disk (P/N TLA714 1S); (5) one factory configuration, module installation (P/N TLA714 88); (6) two 136 CH LA module, 2 GHZ timing, 100 MHZ state, 64K depth + certificate of traceable calibration standard (P/N TLA7N4); (7) two P6434 probe, 4 each P6434 (P/N TLA7N4 2P); (8) two 1M@100 MHZ (P/N TLA7N4 2S); (9) two factory configuration, module installation (P/N TLA7N4 88); and (1) LA probe; 17CH probe for TLA7LX/MX/NX/PX to access (P/N P6418). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from the manufacturer, Tektronix, Inc., in Beaverton, OR. This product will be used to debug the Network Element boards that are used in the Johnson Space Center (JSC) flight computers. These boards are designed by Draper Labs which is currently using this particular product to perform debugging of the boards in their labs. By purchasing the same product, JSC will be able to share and utilize setup files with Draper Labs when performing debugging in the lab. By using the same unit, Draper will be able to work in our lab to perform debugging without a lengthy learning curve, and JSC will be able to utilize the same setup files that Draper has already created. These setup files are specific to this particular Logic Analyzer. It is imperative this equipment be consistent with existing Draper equipment to reduce possible interface problems. In accordance with FAR 6.302.1 and U.S.C. 2304(c)(1), a Justification for Other than Full and Open Competition stating a unique source is being prepared. Technical questions may be forwarded to Mary McClellan at mary.e.mcclellan1@jsc.nasa.gov. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 4, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
