Description

NASA/SSC plans to issue a Request for Offer (RFO) for the design, fabrication, inspection, testing, cleaning, packaging and delivery to Stennis Space Center, Stennis Mississippi, E2 Test Complex, one (1) each, vertical, vacuum jacketed, 400 psig MAWP, dual service liquid hydrogen or liquid oxygen, 15,000 gallon capacity run tank in accordance with the specification No. 460GK-GM01 Rev 02. The inner vessel shall be National Board Registered and code stamped in accordance with the ASME Boiler and Pressure Vessel Code Section VIII Division I. The outer vessel shall be constructed in accordance with the ASME Boiler and Pressure Vessel Code Section VIII Division I per the requirements of specification No. 460GK-GM01 Rev 02, but does not need to be code stamped. The vessel shall be suitable for the stationary, exposed, above ground storage of liquid hydrogen or liquid oxygen. The Period of Performance for this procurement is 210 days. Failure by the offeror to submit an offer not conforming to the aforementioned Period of Performance shall render the offer non-responsive, and the offer shall subsequently be rejected. There shall be no hard copies of the solicitation, technical specification, and drawings. All of the aforementioned information with respect to this acquisition will only be available electronically at the following address: http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=64 . All offerors are reminded to check the above noted web address for the most current information with respect to this acquisition. This acquisition is 100% set aside for small business. The NAICS Code and Size Standard are 332420 and 500 respectively. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire this commercial item in accordance with FAR Part 12. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 50% Cost, 25% Past Performance, and 25% Technical compliance/expertise. FOB is destination. The anticipated release date of release of the RFO is on or about April 25, 2001 with responses due May 25, 2001. All questions with respect to this acquisition shall be submitted in writing to this office not later May 7, 2001.
