DESCRIPTION: The National Institute of Standards and Technology (NIST), Advanced Networking Technologies Division (ANTD) intends to negotiate on a sole source basis with The Institut Universitaire des Systemes Thermique Industriels (IUSTI) ; CNRS-UMR 6595, 5. Rue Enrico Fermi, 13453 Marseille Cedex 13, France for the design of and specifications for an online molten salts database system. This is done under the authority of FAR 13.106-1(b) "Soliciting from a Single Source". The NAICS code for this acquisition is 541710, and the size standard is 500 employees. This acquisition is NOT set aside for small business. The NIST Office of Measurement Services Standard Reference Data Program is engaging in an on-going program to enhance the quality and accessibility of the NIST computerized Molten Salt Database to make it consistent with other NIST on-line data products (http://www.nist.gov/srd/online/html). Conversion of the existing PC product to a web based relational database will increase the reliability and confidence in identification of the Molten Salts Database. A well designed and well executed molten salts database has become increasingly important as there has been a considerable increase in the amount of data available on molten salts in the last decade. These new data and the already established data about molten salt properties need to be made more readily available to the worldwide Molten Salts community by a contractor with intimate knowledge and extensive experience in Molten Salts properties. A thorough understanding of the both subject matter (molten salts) and the target audience (the worldwide molten salts community) is essential in order to create a product that 1) will be universally acknowledged as reliable, 2) will be so "friendly" to the target audience that the database is quickly accepted and integrated into the system of information dissemination used by the researcher of the properties of Molten Salts. IUSTI is the only source that is uniquely qualified to perform this work due to an in-depth understanding of both the subject matter, and the needs of the target audience. IUSTI has been a leader in disseminating information on Molten Salts since 1968, when it first began to publish the quarterly newspaper MOLTEN SALTS BULLETIN. This publication is also an integral component to the continued generation of critically evaluated data for the database. In addition, the principle investigator, M. Gaune-Escard is an internationally recognized leader in the field of high temperature molten salts. The tasks involved are: A.) Database Design Development, which involves development of the following: i). Database design, ii). a prototype, iii) implementation specifications and iv) additional data fields; and also B) Specification of Data Deposition and Review Process, which involves development of the following i) data deposition process, an ii) data review process. The contractor shall define and create a database design that covers all data fields present in the NIST Molten Salts Database. The design shall include data definitions, relationships, dependencies and related information. This work will be presented in terms of written design specifications for FileMakerPro database management software, or similar such database management system. The Government anticipates the award of a firm-fixed price purchase order under simplified acquisition procedures. This is not a request for quotations. A solicitation package is not available. Interested firms must indicate their ability to satisfy the requirement by May 10, 2001. If no response is received by May 10, 2001, an award will be made to Gaune Escard.
